Abstract
Facilitating the shift from fossil fuel vehicles to electric vehicles is essential for reducing climate pollution. This includes replacing traditional diesel-based public transport buses with electric buses. Since March 2020, Transjakarta, the bus service for Jakarta, has been operating 30 electric buses. Plans for similar transitions are in place for other cities, though Surabaya's public bus service, Suroboyo Bus, has not yet adopted electric buses. A comparative study analyzing the initial investment and ownership costs of diesel versus electric buses could determine the economic feasibility for Suroboyo Bus. The Total Cost of Ownership (TCO) analysis provides a comprehensive economic evaluation, considering long-term financial impacts and initial investments. The goal is to identify the option with the lowest TCO and minimal losses, measured by the Equivalent Uniform Annual Cost (EUAC), as Suroboyo Bus currently operates at a loss. The study revealed that while diesel buses currently have the lowest cost per kilometer (Rp/km), electric buses in the second scenario, which includes adding more buses, achieved the lowest Total Cost of Ownership (TCO) and the least losses, as represented by the EUAC, over a 10-year ownership duration. However, when comparing all options to the rate of the Buy The Service (BTS) Program by the Indonesian government, the BTS program remains the most economical.
