Abstract

The construction sector is the largest contributor to accident cases in Indonesia with an average number of cases of around 32% each year compared to other industries. This research is conducted at PT Wijaya Karya Beton Pasuruan. PT Wijaya Karya Pasuruan has two area which is rotary and non-rotary process area. In the non-rotary process, the product consist of railway bearings, bridge beams, retaining walls, precast piers, etc. On rotary process, the product consists of piles and concrete pillars. the This research aims to design mitigation measures for occupational safety and health risks on the rotary concrete line at PT Wijaya Karya Beton Pasuruan using the House of Risk, Safety, Health and etc (HORshe) method. By analyzing the results of the implementation of mitigation actions, they will continue to be developed in the hope of eliminating risks. There are 3 stages in HORshe, stage 1 is the identification and assessment phase of risk events and risk agents. Meanwhile, stage 2 is the phase of designing a mitigation strategy and calculating the ratio of effectiveness compared to the difficulty of implementation and stage 3 is the residual risk assessment phase. Based on the identification results, 20 risk events and 14 risk agents were obtained with mitigation designs for 8 risk agents which were prioritized for handling based on Pareto. There are 9 alternative preventive actions designed to deal with risk agents. Preventive action is based on a risk control hierarchy with the results of the use of elimination, substitution, administrative control and use of personal protective equipment (PPE). Based on the implementation results, it was found that the occurrence, detection and severity values were reduced so that the Aggregate Risk Potential value also decreased. With the conclusion that implementing preventive action reduces the risks that occur.

Sektor konstruksi merupakan penyumbang kasus kecelakaan terbesar di Indonesia dengan rata-rata jumlah kasus sekitar 32% setiap tahunnya dibandingkan industri lainnya. Penelitian ini dilaksanakan di PT Wijaya Karya Beton Pasuruan yang memiliki dua area proses yaitu putar dan non-putar. Pada proses non-putar, produk yang dihasilkan terdiri dari bantalan rel kereta api, balok jembatan, dinding penahan tanah, tiang pracetak, dan lain-lain. Pada proses putar, produk terdiri dari tiang pancang dan tiang beton. Penelitian ini bertujuan untuk merancang tindakan mitigasi dari risko keselamatan dan kesehatan kerja di line beton putar di PT Wijaya Karya Beton Pasuruan dengan menggunakan metode House of Risk, Safety, Health and etc (HORshe). Dengan menganalisa hasil implementasi tindakan mitigasi untuk selanjutnya tetap dikembangan dengan harapan menghilangkan risiko. Terdapat 3 tahapan pada HORshe, tahap 1 merupakan fase identifikasi dan penilaian kejadian risiko dan agen risiko. Sedangkan pada tahap 2 adalah fase perancangan strategy mitigasi dan perhitungan rasio efektivitas dibanding dengan kesulitan pengimplementasian dan tahap 3 merupakan fase penilaian risiko residu. Berdasarkan hasil identifikasi, diperoleh 20 kejadian risiko dan 14 agen risiko dengan perancangan mitigasi untuk 8 agen risiko yang menjadi prioritas penanganan berdasarkan pareto. Terdapat 9 alternatif preventive action yang dirancang untuk menangani agen risiko. Preventive action didasarkan pada hirarki kontrol risiko dengan hasil penggunaan eliminasi, substitusi, kontrol administratif dan penggunaan alat pelindung diri (APD). Berdasarkan hasil implementasi didapatkan hasil berkurangnya nilai occurence, detection dan severity sehingga nilai Aggregate Risk Potential juga menurun. Dengan kesimpulan penerapan preventive action mengurangi risiko yang terjadi.
