Abstract

Dalam proses material handling pupuk in bag yang dikirimkan dari Palembang ke Surabaya, sekarang ini masih hanya menggunakan kemasan pupuk 50 kg. Penggunaan kemasan 50 kg tersebut memiliki potensi risiko dan hambatan tidak produktif. Risiko yang berpotensi muncul dari penggunaan kemasan 50 kg tersebut meliputi kantong pupuk pecah yang salah satunya disebabkan oleh tergeseknya kantong pupuk dengan tali sling ataupun jala yang digunakan pada saat proses unloading dari kapal untuk dimuat ke atas truk. Berdasarkan permasalahan tersebut perlu dilakukan evaluasi metode pemuatan dan pembongkaran kapal kapal yang digunakan, dengan mempertimbangkan penggunaan sling bag dan jumbo bag. Penelitian ini akan membandingkan antara risiko, manfaat, dan biaya dari alternatif metode alat angkut pupuk in bag, yaitu sling bag dan jumbo bag dengan menggunakan House of Risk (HOR) dan Cost-Benefit Analysis (CBA). HOR digunakan untuk menilai risiko dari masing-masing alternatif. CBA digunakan untuk menghitung aspek ekonomi dalam penentuan Benefit-Cost Ratio (BCR) terbaik. Pada HOR fase 1 didapatkan 27 kejadian risiko dan 20 penyebab risiko pada alternatif alat angkut sling bag dan 25 kejadian risiko dan 20 penyebab risiko pada alternatif alat angkut jumbo bag. Selain itu, didapatkan nilai Aggregate Risk Potential (ARP) untuk alternatif sling bag sebesar 10836 dengan 11 penyebab risiko yang diprioritaskan dan untuk alternatif jumbo bag sebesar 9867 dengan 11 penyebab risiko yang prioritaskan. Pada perhitungan CBA, didapatkan nilai BCR dari alternatif sling bag sebesar 1,17 dan untuk alternatif jumbo bag sebesar 1,12. Dari hasil BCR tersebut dapat dikatakan kedua alternatif layak untuk dilaksanakan, dengan alternatif sling bag memiliki nilai risiko yang lebih besar. Kemudian penyebab risiko prioritas yang telah didapatkan, akan dirancang strategi tindakan mitigasi untuk memitigasi penyebab risiko prioritas tersebut pada HOR fase 2. Didapatkan 10 strategi tindakan mitigasi untuk memitigasi penyebab risiko prioritas alternatif sling bag dan 11 strategi tindakan mitigasi untuk memitigasi penyebab risiko prioritas alternatif jumbo bag.

In the current process of handling fertilizer materials shipped from Palembang to Surabaya and Banyuwangi, currently only using 50 kg fertilizer packaging. However, the use of these 50 kg sacks poses potential risks and unproductive hindrances. Risks associated with these sacks include the possibility of breakage friction against the sling ropes or nets used during the unloading process from ships onto trucks. Based on these issues, an evaluation of the loading and unloading methods used on the ships is necessary, with consideration for using sling bags and jumbo bags. This research will compare the risks, benefits, and costs of alternative methods for transporting fertilizer bags, namely sling bags and jumbo bags, using the House of Risk (HOR) and Cost-Benefit Analysis (CBA) approaches. HOR is used to assess the risks of each alternative, while CBA is used to calculate the economic aspects to determine the best Benefit-Cost Ratio (BCR). From the first phase of HOR 1, 27 risk events and 20 risk agents were identified for the sling bag alternative, and 25 risk events and 20 risk causes were identified for the jumbo bag alternative. The ARP value (Aggregate Risk Potential) was obtained 10836 for sling bags with 11 prioritized risk agents and 9867 for jumbo bags with 11 prioritized risk agents. From the CBA, the BCR values were found to be 1,17 for the sling bag alternative and 1,12 for the jumbo bag alternative. These results indicate that both alternatives are feasible, but the sling bag alternative has a higher risk value. Subsequently, the prioritized risk agents will then be used to design mitigation strategies. Ten mitigation strategies were developed for the prioritized risk causes of the sling bag alternative, and eleven mitigation strategies were developed for the prioritized risk causes of the jumbo bag alternative.
