Abstract
Inflasi telah menjadi masalah yang harus dihadapi oleh setiap negara dan wilayah. Di Surabaya, kelompok komoditas yang memiliki kontribusi terbesar terhadap inflasi adalah makanan, minuman, dan tembakau dengan tingkat inflasi sebesar 6,36 persen. Untuk mengantisipasi inflasi, pemerintah Kota Surabaya berencana membangun pusat distribusi di dalam kota untuk mengkonsolidasikan komoditas pangan pokok. Oleh karena itu, distribusi yang efisien dari komoditas pangan pokok sangat penting untuk optimasi biaya. Penelitian ini mengembangkan model logistik yang mengintegrasikan pusat distribusi terpusat dengan rute pengiriman yang dioptimalkan menggunakan pendekatan Vehicle Routing Problem (VRP). Model VRP yang diusulkan adalah Heterogeneous Vehicle Routing Problem with Time Windows (HVRPTW). Berdasarkan penelitian, antarmuka solusi satu atap disediakan untuk merancang rute kendaraan logistik yang digunakan untuk mengirim komoditas pangan pokok. Dengan menggunakan model yang diusulkan, untuk pengiriman komoditas pangan pokok, total jarak tempuh kendaraan logistik dapat dikurangi hingga 14% dan total biaya logistik dapat dikurangi hingga 2% setiap bulan.

Inflation has been an issue that every nation and region must prepare to face. In Surabaya, the group of commodities that has the highest share of inflation is food, beverage, and tobacco with the inflation rate of 6,36 percent. To anticipate inflation, the government of Surabaya City is planning to build a distribution center within the city to consolidate staple food commodities. Therefore, efficient distribution of staple food commodities is crucial for cost optimization. Thus, this research develops a logistic model integrating a centralized distribution center with optimized delivery routes using the Vehicle Routing Problem (VRP) approach. The proposed model of VRP is Heterogeneous Vehicle Routing Problem with Time Windows (HVRPTW). Based on the research, a one-stop solution interface is provided to design the routing of logistic vehicles used to deliver the staple food commodities. By using the proposed model, the total travelled distance of logistic vehicles and the total logistics cost of delivering the staple food commodities can be reduced up to 14% and 2% each month respectively.
