Abstract

Kabupaten Magetan memiliki persentase pengangguran terbuka yang masih tinggi yakni 4,16% dan persentase pertumbuhan ekonomi yang hanya sebesar 3,89% di tahun 2022. Oleh karena itu Kabupaten Magetan perlu lebih mengembangkan industri pengolahan dengan memanfaatkan sumber daya alam yang ada, guna menyerap tenaga kerja dan meningkatkan pertumbuhan ekonomi. Rencana pendirian industri seyogianya harus sesuai dengan peraturan dan rencana pembangunan daerah. Penelitian ini bertujuan untuk menguji kesesuaian Kawasan Peruntukan Industri (KPI) pada dokumen RTRW Kabupaten Magetan 2012-2032 guna melihat kawasan tersebut sudah memfasilitasi kebutuhan perindustrian atau belum, serta memberikan rekomendasi alternatif lokasi KPI di Kabupaten Magetan. Penelitian ini menggunakan pendekatan kuantitatif deskriptif dengan memanfaatkan 7 aspek parameter spasial di dalam Geographic Information System serta digabungkan dengan hasil pembobotan parameter dari 12 kuisioner yang di olah mengggunakan metode Analytical Hierarchy Process. Hasil penelitian diperoleh yakni kawasan KPI Kecamatan Kawedanan merupakan termasuk kawasan Sesuai Sebagian (S3) dan kawasan KPI yang berada di Kecamatan Karangrejo merupakan termasuk kawasan yang Cukup Sesuai (S2). Sedangkan kawasan KPI yang berada di Kecamatan Sukomoro terbagi menjadi dua yakni berada pada kawasan yang Cukup Sesuai (S2) dan Sesuai Sebagian (S3). Selain itu, dalam pelaksanaannya hanya 3 dari 14 industri menengah-besar yang menempati wilayah KPI. Hasil analisis juga diperoleh kawasan alternatif peruntukan industri yang masuk kedalam dua kecamatan yakni berada Kecamatan Sukomoro dan Kecamatan Maospati. Pemerintah sebaiknya terus membenahi serta meningkatkan cakupan infrastruktur pada kawasan peruntukan industri mengingat tidak diketemukannya kawasan atau lahan yang termasuk kedalam kelas Sangat Sesuai (S1). Pemerintah Kabupaten Magetan juga seharusnya memperhatikan perizinan lokasi pembangunan industri serta melakukan pengkajian ulang dokumen RTRW mengingat dokumen tersebut telah berlaku lebih dari 10 tahun.

Magetan Regency has a high percentage of open unemployment which is 4.16% and the percentage of economic growth is only 3.89% in 2022. Therefore, Magetan Regency needs to further develop the processing industry by utilizing existing natural resources, in order to absorb labor and increase economic growth. Industrial establishment plans should be in accordance with regulations and regional development plans. This study aims to examine the suitability of the Industrial Designation Area (KPI) in the RTRW document of Magetan Regency 2012-2032 to see whether the area has facilitated industrial needs or not, and provide recommendations for alternative KPI locations in Magetan Regency. This research uses a descriptive quantitative approach by utilizing 7 aspects of spatial parameters in the Geographic Information System and combined with the results of parameter weighting from 12 questionnaires processed using the Analytical Hierarchy Process method. The results of the research obtained are that the KPI area in Kawedanan Subdistrict is a partially suitable area (S3) and the KPI area in Karangrejo Subdistrict is a fairly suitable area (S2). Meanwhile, the KPI area in Sukomoro Sub-district is divided into two, namely in an area that is Moderately Suitable (S2) and Partially Suitable (S3). In addition, in practice only 3 out of 14 medium-large industries occupy the KPI area. The results of the analysis also obtained alternative industrial designation areas that are included in two sub-districts, namely Sukomoro District and Maospati District. The government should continue to improve and increase the coverage of infrastructure in industrial designation areas considering that there are no areas or land included in the Very Suitable (S1) class. The Magetan Regency Government should also pay attention to licensing the location of industrial development and conduct a review of the RTRW document considering that the document has been valid for more than 10 years.
