Abstract

Sebagai kota dengan jumlah pengendara yang sangat banyak, kemacetan adalah hal yang kerap terjadi di Surabaya. Bundaran Taman Pelangi yang berada di Jl. Ahmad Yani Surabaya merupakan salah satu titik rawan terjadinya kemacetan, terutama saat peak hour. Hal ini disebabkan banyaknya weaving pada bundaran ini. Ditambah lagi, terdapat perlintasan kereta api di sebelah timur bundaran. Oleh karena itu, diperlukan sebuah solusi yang dapat menyelesaikan masalah kemacetan di bundaran ini. Salah satu solusi yang sudah direncanakan oleh Pemerintah Kota Surabaya adalah dengan dibangunnya underpass pada Jl. Ahmad Yani sisi timur (arah selatan). Dengan dibangunnya underpass ini, diharapkan dapat mengurangi panjang antrean yang diakibatkan weaving. Untuk mengetahui keefektifan dari pembangunan underpass ini, dilakukan analisis kinerja lalu lintas pada bundaran ini. Tujuan dari analisis ini adalah untuk mengetahui kinerja lalu lintas saat ini (eksisting) dan kinerja lalu lintas setelah dibangunnya underpass. Analisis kinerja lalu lintas pada penelitian ini dilakukan berdasarkan Pedoman Kapasitas Jalan Indonesia (PKJI) dan dengan program bantu PTV Vissim. Analisis menggunakan PKJI dilakukan dengan meninjau derajat kejenuhan pada Bundaran Taman Pelangi ini sebelum dan sesudah dibangunnya underpass. Sedangkan analisis menggunakan program bantu PTV Vissim, dilakukan dengan mensimulasikan kondisi lalu lintas pada Bundaran Taman Pelangi sebelum dan sesudah dibangunnya underpass. Setelah didapatkan hasil dari masing-masing metode, hasil akan dibandingkan satu sama lain untuk mengetahui kemiripan dari analisis yang telah dilakukan. Berdasarkan analisis yang telah dilakukan, derajat kejenuhan di Simpang Bundaran Taman Pelangi pada kondisi eksisting akan mencapai >0,85 pada 2025. Apabila dibangun underpass pada Simpang ini, derajat kejenuhan hingga tahun 2029 akan menjadi <0,85. Oleh karena itu, pembangunan underpass di Bundaran Taman Pelangi layak untuk dilakukan ditinjau dari segi lalu lintasnya.

As a city with high vehicle user number, traffic jam is a common thing in Surabaya. Taman Pelangi Roundabout, that is located in Jl. Ahmad Yani Surabaya, is one of the places that is vulnerable to traffic jam, especially at peak hour. This happens because there are many weavings in this roundabout. There is also a railway crossing at the east of the roundabout that makes it worse. That is why a sollution that can solve this traffic problem is needed. One of the solutions that the government of Surabaya comes up with is by bulding an underpass at Jl. Ahmad Yani that is heading to south. By building this underpass, traffic jam that is caused by weavings is expected to be lessened. To know how effective building an underpass is, an analysis of traffic performance in this roundabout is done. The purpose of this analysis is to find out the traffic performance of the existing traffic and the traffic performance after the underpass is built. This analysis of traffic performance is based on Indonesian Road Capacity Guidelines (PKJI) and PTV Vissim software. The analysis that is based on PKJI is done by reviewing the degree of saturation in this roundabout before and after the underpass is built. Whilst the analysis with PTV Vissim software is done by simulating the traffic condition in this roundabout before and after the underpass is buit. After the outcome of each method of analysis is obtained, the outcome will be compared to eachother to know the resemblance of those analysis. Based on the analysis that has been done, the degree of saturation of the existing intersection on Taman Pelangi Roundabout will be >0,85 in 2025. If the underpass is built in this intersection, the degree of saturation up to 2029 will be< 0,85. Therefore, the construction of underpass on Taman Pelangi Roundabout from the traffic aspect is feasible.
