Abstract
Nilai tanah merupakan opini atas tanah yang dilandaskan pada kemampuan ekonomis. Nilai tanah dipengaruhi oleh faktor – faktor seperti fasilitas umum, jaringan jalan, kedekatan dengan sarana dan prasarana pendukung Informasi nilai tanah juga berkontribusi pada pembangunan infrastruktur dalam perencanan anggaran dan penentuan lokasi insfrastruktur. Kementerian Perhubungan telah menetapkan pembangunan infrastruktur transportasi di Jawa Timur. Pembangunan infrastruktur yang dilaksanakan meliputi pembangunan jalur ganda (double track) Semarang-Bojonegoro-Surabaya sepanjang 280 km, kereta api perkotaan Surabaya (Sidotopo menuju Bandara Juanda), pembangunan Pelabuhan Probolinggo Tahap II, dan pembangunan Pelabuhan Teluk Lamong di Kota Surabaya. Pelabuhan Teluk Lamong bertujuan mendukung kelancaran logistik nasional dengan mengurai kepadatan arus lalu lintas logistik di Pelabuhan Tanjung Perak yang telah melebihi kapasitas maksimal. Pembangunan Teluk Lamong telah sesuai dengan Rencana Tata Ruang Wilayah Perda Kota Surabaya No. 12 tahun 2014 pasal 11 tentang RTRW Kota Surabaya Tahun 2014 – 2034. Pembangunan yang terus meningkat di wilayah Kelurahan Tambak Osowilangun memberikan dampak ke informasi nilai tanah. Penentuan nilai tanah yang objektif dapat diperoleh dengan pembuatan model. Pemodelan nilai tanah dilakukan menggunakan data transaksi jual beli tanah berjumlah 87 data yang dikoreksi berdasarkan Surat Edaran Direktorat Jenderal Pajak Nomor: SE-55/PJ.6/1999. Pemodelan yang dilakukan menggunakan metode regresi linear berganda model log-lin menggunakan 6 variabel bebas yaitu Luas Tanah, Penggunaan Lahan, Jarak ke Jalan, Jarak ke Pelabuhan, Jarak ke CBD, dan Jarak ke Terminal. Pengujian model menggunakan koefisien determinasi, uji parsial, uji simultan, uji multikolinearitas dan evaluasi model menggunakan CoV. Dari hasil penelitian didapatkan model nilai tanah adalah Ln NTE=9,305184+(1,053730×PL)+(-0,000450×JCOP)+(0,000823×JPTL). Dari proses pengujian parsial yang dilakukan diketahui bahwa variabel Penggunaan Lahan, Jarak ke CBD, Jarak ke Pelabuhan memiliki pengaruh signifikan terhadap nilai tanah. Uji koefisien determinasi menunjukkan bahwa model nilai tanah yang dihasilkan mampu menjelaskan 60% pengaruh variabel bebas atas nilai tanah. Namun, nilai CoV sebesar 18,54% menunjukkan model ini kurang dalam memberikan prediksi yang baik untuk nilai tanah. Namun, Aprianti (2013) menunjukkan bahwa nilai CoV yang melebihi 10% masih dapat diterima karena nilai CoV yang diperoleh masih di bawah 20%.

Land value is an opinion on land based on its economic capabilities. Land value is influenced by factors such as public facilities, road networks, proximity to supporting facilities and infrastructure. Land value information also contributes to infrastructure development in budget planning and determining infrastructure location. The Ministry of Transportation has determined the development of transportation infrastructure in East Java. The infrastructure development carried out includes the construction of a 280 km Semarang-Bojonegoro-Surabaya double track, the Surabaya urban railway (Sidotopo to Juanda Airport), the construction of Probolinggo Port Phase II, and the construction of Teluk Lamong Port in Surabaya City. Teluk Lamong Port aims to support the smooth running of national logistics by reducing the density of logistics traffic flow at Tanjung Perak Port which has exceeded maximum capacity. The development of Lamong Bay is in accordance with the Surabaya City Regional Spatial Planning Plan No. 12 of 2014 article 11 concerning Surabaya City RTRW 2014 – 2034. The increasing development in the Tambak Osowilangun Subdistrict area has an impact on land value information. Objective determination of land value can be obtained by making models. Land value modeling was carried out using 87 land sale and purchase transaction data which were corrected based on Circular Letter of the Directorate General of Taxes Number: SE-55/PJ.6/1999. The modeling was carried out using the multiple linear regression method, log-lin model using 6 independent variables, namely Land Area, Land Use, Distance to Road, Distance to Port, Distance to CBD, and Distance to Terminal. Model testing uses coefficient of determination, partial test, simultaneous test, multicollinearity test and model evaluation using CoV. From the research results, it was found that the land value model was Ln NTE=9.305184+(1.053730×PL)+(-0.000450×JCOP)+(0.000823×JPTL). From the partial tests carried out it is known that the variables Land Use, Distance to CBD, Distance to Harbor have a significant influence on land value. The coefficient of determination test shows that the resulting land value model is able to explain 60% of the influence of the independent variables on land value. However, the CoV value of 18.54% shows that this model is lacking in providing good predictions for land value. However, Aprianti (2013) shows that a CoV value that exceeds 10% is still acceptable because the CoV value obtained is still below 20%.
