Abstract
Surabaya adalah kota terbesar kedua di Indonesia dengan penduduk yang terus bertambah yang diikuti dengan ketersediaan lahan yang semakin terbatas, sehingga lahan kosong harus digunakan secara optimal. Untuk menentukan penggunaan lahan yang optimal dapat dilakukan melaui analisis highest and best use (HBU). Dalam penelitian ini akan dilakukan analisis highest and best use pada lahan kosong di Jalan Medokan Sawah Timur X, Kecamatan Rungkut, Kota Surabaya dengan luas lahan 9.960 m2. Konsep dari analisis HBU adalah mendapatkan alternatif penggunaan lahan dengan nilai tertinggi dan terbaik dari empat aspek yang dianalisis yaitu aspek legal, aspek fisik, aspek finansial, dan memberikan produktivitas yang maksimum. Secara legal, alternatif penggunaan lahan harus sesuai dengan peraturan seperti peraturan zonasi dan building code. Secara fisik, lokasi, ukuran, dan bentuk lahan memungkinkan untuk dikembangkan sesuai alternatif penggunaan lahan. Secara finansial, pengembangan sesuai alternatif yang terpilih dianalisis menggunakan metode net present value (NPV). Produktivitas maksimum dianalisis dengan mencari nilai lahan per m2. Pada penelitian ini didapatkan tiga properti residensial sebagai alternatif penggunaan lahan, yaitu kompleks perumahan dengan 87 unit rumah, kompleks perumahan dan pertokoan dengan 74 unit rumah dan 7 unit ruko, dan apartemen dengan 984 unit hunian. Pada penelitian ini didapatkan alternatif penggunaan lahan yang memberikan nilai lahan tertinggi yaitu kompleks perumahan dengan nilai lahan Rp 52.186.532.925 yang menghasilkan kenaikan nilai lahan sebesar 175% dari nilai lahan awal sebesar Rp 29.905.896.000.

Surabaya is the second largest city in Indonesia with a population that continues to increase which is accompanied by decreasing land availability. Therefore, vacant land must be used optimally. To determine optimal land use, this can be done through highest and best use (HBU) analysis. In this research, an analysis of the highest and best use will be carried out on vacant land on Jalan Medokan Sawah Timur X, Rungkut District, Surabaya with a land area of 9.960 m2. The concept of HBU analysis is to obtain alternative land uses with the highest and best value from the four aspects analyzed, namely legal aspects, physical aspects, financial aspects, and providing maximum productivity. Legally, alternative land uses must comply with regulations such as zoning regulations and building codes. Physically, the location, size and shape of the land allows it to be developed according to alternative land uses. Financially, development according to the selected alternative is analyzed using the net present value (NPV) method. Maximum productivity is analyzed by finding the land value per m2. In this research, three residential properties were found as alternative land uses, namely a housing complex with 87 housing units, a housing complex and shophouses with 74 housing units and 7 shophouse units, and an apartment with 984 residential units. In this research, alternative land uses that provide the highest land value is the housing complex with a land value of Rp 52.186.532.925 which resulted in an increase in land value of 175% from the initial land value of Rp 29.905.896.000.
