Abstract

Layanan fasilitas parkir merupakan salah satu masalah umum yang kerap dijumpai dilokasi yang memiliki tingkat aktivitas tinggi seperti pusat perdagangan. Hal ini dilatarbelakangi seperti permasalahan yang terjadi di Bontang City Mall, Kota Bontang. Meskipun telah disediakan lahan parkir, banyak kendaraan yang parkir di tepi jalan (on-street parking), sehingga mengganggu arus lalu lintas. Studi ini bertujuan untuk merencanakan kebutuhan ruang parkir yang memadai sesuai dengan buku Standar Pedoman Teknis Penyelenggaraan Fasilitas Parkir 1996. Dengan perencanaan dan pengelolaan yang baik, diharapkan layanan parkir menjadi lebih efektif dan efisien, serta dapat mengurangi dampak negatif terhadap lalu lintas di sekitar area mall. Dalam pelaksanaan evaluasi terhadap perencanaan kebutuhan ruang parkir ini diperlukannya pembahasan yang berkaitan dengan hal ini antara lain: karakteristik parkir, kebutuhan ruang parkir (KRP) untuk pusat perdagangan. Pembahasan pada permasalahan ini diawali dengan melakukan studi literatur terlebih dahulu, dilanjutkan survei pendahuluan, kemudian pengumpulan data primer setelah itu melakukan analisa data dan pembahasan, sehingga didapatkan kebutuhan ruang parkir (KRP) aktual pada tiap lokasi parkir. Kemudian, akan diterapkan dengan pedomen teknis fasilitas parkir yang disahkan oleh Direktur Jenderal Perhubungan Darat 1996.
Berdasarkan hasil analisis studi, didapatkan karakteristik parkir berdasarkan data aktual dan diperoleh volume parkir sebesar 823 untuk kendaraan mobil di dalam mall, 377 untuk kendaraan motor di dalam Mall, dan 217 untuk kendaraan motor yang berada di luar mall. Akumulasi parkir maksimum didapatkan sebesar 152 untuk kendaraan mobil, 73 untuk kendaraan motor di dalam mall, dan 83 untuk kendaraan motor di luar mall. Desain dan layout yang digunakan terkait perencanaan parkir yang direncanakan yaitu sebesar 224 SRP untuk kendaraan mobil di dalam mall dan 342 SRP untuk kendaraan motor di dalam mall, sedangkan untuk kebutuhan ruang parkir berdasarkan data aktual sebesar 163 SRP untuk kendaraan motor di dalam mall dan 167 SRP kendaraan untuk kendaraan mobil, serta berdasarkan Peraturan Dirjen Perhubungan Darat (1996) yang dibutuhkan sebesar 172 SRP untuk kendaraan mobil.

Parking facility services are one of the common problems that are often encountered in locations that have a high level of activity such as commercial centers. This is motivated by problems such as the problems that occurred at Bontang City Mall, Bontang City. Even though parking lots have been provided, many vehicles are parked on the side of the road (on-street parking), thus disrupting the flow of traffic. This study aims to plan the need for adequate parking spaces in accordance with the standards of the Technical Guidelines for the Implementation of Parking Facilities 1996. With good planning and management, it is hoped that parking services will be more effective and efficient, and can reduce the negative impact on traffic around the mall area. In the implementation of the evaluation of the planning of parking space needs, it is necessary to discuss related to this, including: parking characteristics, parking space needs (KRP) for trade centers. The discussion on this problem began with conducting a literature study first, followed by a preliminary survey, then collecting primary data after which data analysis and discussion were carried out, so that the actual parking space needs (KRP) at each parking location were obtained. Then, it will be applied with the technical guidelines for parking facilities approved by the Director General of Land Transportation in 1996.
Based on the results of the study analysis, parking characteristics were obtained based on actual data and a parking volume of 823 was obtained for cars inside the mall, 377 for motorcycles inside the mall, and 217 for motorcycles outside the mall. The maximum cumulative parking was obtained of 152 for cars, 73 for motorcycles inside the mall, and 83 for motorcycles outside the mall. The design and layout used related to the planned parking planning is 224 SRP for cars in the mall and 342 SRP for motorcycles in the mall, while for the need for parking space based on actual data of 163 SRP for motorcycles in the mall and 167 SRP for vehicles for cars, as well as based on the Regulation of the Director General of Land Transportation (1996) which requires 172 SRP for car vehicles.
