Abstract
Perkembangan pendidikan non-formal coding sejalan dengan meningkatnya penggunaan TI sebagai media pembelajaran maupun kegiatan operasional. Oleh karena itu, investasi TI diperlukan mencapai proses pembelajaran yang optimal. Investasi TI tidak hanya berfokus pada peningkatan mutu pembelajaran, namun juga ditujukan untuk meningkatkan performa dan mencapai nilai tambah bagi perusahaan itu sendiri. Namun tidak semua perusahaan berhasil dalam menerapkan investasi TI. Salah satu penyebab kegagalan tersebut adalah ketidakmampuan pengambil keputusan dalam merumuskan strategi pengambilan keputusan investasi TI, dimana faktor emosi memengaruhi variasi strategi tersebut. Meskipun demikian, faktor emosi belum diperhatikan secara mendalam, terutama dalam konteks penerapan teori emotional intelligence (EI). Beberapa penelitian menyebutkan peran EI dalam kepemimpinan dan pengambilan keputusan, sementara penelitian lain meragukan signifikansinya. Oleh karena itu, dengan pendekatan fenomenologi, penelitian ini bertujuan memahami perbedaan perilaku dan kerangka kualitas keputusan investasi TI oleh pengambil keputusan berdasarkan tingkat EI mereka. Dilakukan pada pendidikan non-formal coding yang menggunakan TI dalam proses bisnis, penelitian ini melibatkan dua kelompok informan, yakni informan EI tinggi dan EI rendah dengan tanggung jawab penuh dalam pengambilan keputusan investasi TI. Kombinasi domain investasi TI, evaluasi investasi TI, gaya kepemimpinan, kecerdasan emosional, dan kerangka kualitas keputusan menjadi fokus yang dianalisis. Berdasarkan analisis wawancara, hasil penelitian ini menunjukkan bahwa terdapat beberapa perbedaan terkait perilaku keputusan informan EI tinggi dan rendah. Informan EI tinggi cenderung menunjukkan perilaku yang memprioritaskan nilai dan hasil, sedangkan informan EI rendah cenderung memprioritaskan sumber daya dan nilai. Selain itu, tingkat kerangka kualitas keputusan investasi TI informan EI tinggi cenderung memiliki tingkat kualitas yang lebih tinggi, yakni dalam elemen kerangka yang tepat, informasi relevan dan dapat diandalkan, serta alasan yang masuk akal. Penelitian ini memberikan kontribusi teoritis melalui pengembangan model penelitian dan secara praktis meningkatkan pemahaman perusahaan tentang kontribusi positif EI dalam perusahaan, terutama dalam pengambilan keputusan investasi TI.

The development of non-formal coding education aligns with the increasing use of Information Technology (IT) as a medium for learning and operational activities. Therefore, IT investment is necessary to achieve an optimal learning process. IT investment not only focuses on improving the quality of learning but also aims to enhance performance and add value to the company itself. However, not all companies succeed in implementing IT investments. One of the causes of this failure is the decision-maker's inability to formulate IT investment decision strategies, where emotional factors influence these strategies. Nevertheless, emotional factors have not been deeply considered, especially in the context of applying emotional intelligence (EI) theory. Some studies highlight the role of EI in leadership and decision-making, while others question its significance. Therefore, using a phenomenological approach, this research aims to understand the differences in behavior and the decision quality framework for IT investments by decision-makers based on their level of EI. Conducted in non-formal coding education that uses IT in business processes, this study involves two groups of informants: those with high EI and those with low EI, who have full responsibility for IT investment decisions. The focus of analysis includes the combination of IT investment domains, IT investment evaluation, leadership style, emotional intelligence, and decision quality framework. Based on interview analysis, the results of this study show several differences related to the decision-making behavior of high and low EI informants. High EI informants tend to prioritize value and outcomes, while low EI informants tend to prioritize resources and immediate benefits. Additionally, the decision quality framework of high EI informants tends to have higher quality, characterized by appropriate frameworks, relevant and reliable information, and sound reasoning. This research contributes theoretically by developing a research model and practically by enhancing companies' understanding of the positive contribution of EI, particularly in IT investment decision-making.
