Abstract

Tanah kosong merupakan tanah dalam penguasaan negara, dapat menyebabkan masalah kumuh, penurunan estetika kota, dan konflik sosial. Kondisi ini juga berdampak ekonomi, seperti kerugian Pemda/Pemkot dari Pajak Bumi dan Bangunan (PBB) serta retribusi Izin Mendirikan Bangunan (IMB). Peraturan Bupati Magetan Nomor 87 Tahun 2021 menekankan pada inventarisasi dan pemanfaatan tanah kosong. Diperlukan analisis pemanfaatan tanah kosong menggunakan metode highest and best use untuk mendukung pertumbuhan ekonomi dan pembangunan daerah. Penggunaan metode highest and best use paling optimal dalam penelitian ini karena, mempertimbangkan aspek fisik, hukum, dan finansial untuk mencapai pengelolaan tanah kosong yang berguna dan ekonomis dengan pemanfaatan tertinggi. Penelitian ini bertujuan untuk menganalisis pemanfaatan tanah kosong aset pemerintah di Kabupaten Magetan, Provinsi Jawa Timur, dengan menggunakan metode highest and best use. Berdasarkan aspek fisik, aspek legalitas, aspek finansial, aspek tanggapan sosial, dan produktivitas maksimum pada penelitian ini, terdapat satu tanah kosong yang layak dimanfaatkan untuk pembangunan properti yaitu TK-001 dengan luas 1197 m berlokasi di Kecamatan Kawedanan dan terletak pada zona permukiman yang memiliki lebar depan 65 meter dengan bentuk tanah segitiga dan memiliki kontur tanah yang datar serta pemilihan usulan alternatif taman bermain anak memiliki point yang paling tinggi dalam usulan alternatif pengembangan properti yaitu sebesar 24 point. Pembangunan Properti Gedung Serbaguna memiliki pemanfaatan yang paling optimal dan memiliki nilai keuntungan terhada nilai pasar pada tanah kosong tersebut sebesar Rp2.243.090.655.93 dan indikasi nilai pasar per m² sebesar Rp1.873.927.03.

Vacant land is state-controlled land, which can lead to slum problems, a decline in city aesthetics, and social conflicts. This condition also has economic impacts, such as losses for local government/city government from Land and Building Tax (PBB) and Building Permit (IMB) fees. Magetan Regent Regulation Number 87 of 2021 emphasizes the inventory and utilization of vacant land. An analysis of vacant land use is needed using the highest and best use method to support economic growth and regional development. The highest and best use method is optimal in this study because it considers physical, legal, and financial aspects to achieve useful and economical vacant land management with the highest utilization. This study aims to analyze the utilization of government-owned vacant land in Magetan Regency, East Java Province, using the highest and best use method. Based on the physical aspect, legality aspect, financial aspect, social response aspect, and maximum productivity in this study, there is one vacant land suitable for property development, namely TK-001 with an area of 1197 m² located in Kawedanan District and situated in a residential zone with a frontage of 65 meters, a triangular land shape, and flat land contour. The selection of the proposed alternative for a children's playground has the highest points among the alternative property development proposals, with a score of 24 points. The development of a multi-purpose building has the most optimal utilization and a profit value against the market value of the vacant land amounting to Rp2,243,090,655.93 and an indication of the market value per m² of Rp1,873,927.03.
