Abstract
Pemenuhan kebutuhan akan tempat tinggal yang layak merupakan tanggung jawab
pemerintah sebagaimana yang tercantum dalam Pancasila dan Undang-Undang Dasar 1945.
Peraturan dan standar pembangunan tempat tinggal, khususnya perumahan, telah dirancang dan
diberlakukan, sehingga wajib dipatuhi oleh berbagai pihak dalam pelaksanaannya. Tingginya
jumlah penduduk di Provinsi Jawa Timur sejalan dengan meningkatnya kebutuhan akan tempat
tinggal. Hal ini dilihat oleh pengembang sebagai peluang investasi dalam properti, khususnya
perumahan. PT Surya Mas Cakra Wahana merencanakan pembangunan perumahan de' Dream
Mansion di Jalan Kavaleri Yonkav, Desa Randuagung, Kecamatan Singosari, Kabupaten
Malang, Provinsi Jawa Timur. Perumahan ini akan dibangun di atas lahan seluas ± 5 hektar
dengan jumlah rumah sebanyak 329 unit. Pada penelitian ini dilakukan analisis investasi pada
aspek finansial dengan menggunakan kriteria pengembalian modal seperti net present value
(NPV), internal rate of return (IRR), dan payback period (PP). Selanjutnya, dilakukan analisis
sensitivitas untuk menentukan batas penerimaan investasi apabila terjadi perubahan variabel
biaya investasi, biaya operasional, harga jual rumah dan jumlah penjualan unit rumah. Analisis
finansial dilakukan dengan menggunakan MARR sebesar 6,75%. Berdasarkan hasil analisis,
diperoleh nilai NPV sebesar Rp20.902.409.672, IRR sebesar 17,27%, dan PP yang tercapai
pada tahun ke-7. Berdasarkan hasil penelitian ini, dapat disimpulkan bahwa proyek perumahan
de' Dream Mansion Singosari Malang dapat diterima pelaksanaanya. Analisis sensitivitas
menunjukkan bahwa proyek ini masih dapat diterima jika peningkatan biaya investasi tidak
lebih dari 15,36% menjadi Rp192.690.355.408, peningkatan biaya operasional tidak lebih dari
128,96% menjadi Rp37.575.179.345, penurunan harga jual rumah tidak lebih dari 12,07% dan
penurunan jumlah penjualan unit tidak lebih dari 12,07% atau sebanyak 289 unit. Berdasarkan
hasil analisis sensitivitas, penurunan harga jual rumah dan jumlah penjualan unit merupakan
variabel yang paling sensitif karena memiliki batas perubahan terkecil.

Fulfilling the need for a decent place to live is the responsibility of the government as
stated in Pancasila and the 1945 Constitution. Regulations and standards for residential
development, especially housing, have been designed and enforced, so that they must be obeyed
by various parties in their implementation. The high population in East Java Province is in line
with the increasing need for housing. This is seen by developers as an investment opportunity
in property, especially housing. PT Surya Mas Cakra Wahana is planning the construction of
de' Dream Mansion housing on Jalan Kavaleri Yonkav, Randuagung Village, Singosari District,
Malang Regency, East Java Province. This housing will be built on an area of ± 5 hectares with
a total of 329 housing units. In this research, an investment analysis was carried out on the
financial aspect by using capital return criteria such as net present value (NPV), internal rate of
return (IRR), and payback period (PP). Furthermore, a sensitivity analysis was conducted to
determine the limit of investment acceptance in the event of changes in investment cost
variables, operational costs, house selling prices and the number of sales of housing units.
Financial analysis was carried out using a MARR of 6.75%. Based on the results of the analysis,
the NPV value of Rp20.902.409.672, IRR of 17,27% and PP reached in year 7 were obtained.
Based on the results of this study, it can be concluded that the de' Dream Mansion Singosari
Malang housing project is acceptable for implementation. Sensitivity analysis shows that the
project is still acceptable if the increase in investment costs is not more than 15,36% to
Rp192.690.355.408, the increase in operating costs is not more than 128,96% to
Rp37.575.179.345, the decrease in the selling price of houses is not more than 12,07% and the
decrease in the number of unit sales is not more than 12,07% or as many as 289 units. Based
on the results of the sensitivity analysis, the decrease in the number of housing unit sales is the
most sensitive variable because it has the smallest change limit.
