Abstract

Permasalahan perubahan iklim adalah isu global yang mendesak sehingga diperlukan upaya mitigasi yang efektif. Pemerintah melalui Kementerian Lingkungan Hidup dan Kehutanan (KLHK) telah menginisiasi Program Kampung Iklim (Proklim), yang mengandalkan partisipasi masyarakat sebagai penggerak utama adaptasi dan mitigasi perubahan iklim pada tingkat tapak. Salah satu wilayah yang sukses meraih kategori “utama” dalam Proklim adalah Desa Pulopancikan. Penelitian ini bertujuan untuk mengidentifikasi modal sosial di Desa Pulopancikan dan bagaimana peran modal sosial dalam pengembangan Proklim di desa tersebut. Selain itu, penelitian ini juga bertujuan untuk mengungkap tantangan dan hambatan yang dihadapi oleh komunitas pengelola Proklim. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data meliputi observasi langsung, wawancara mendalam, analisis dokumen, dan studi literatur. Hasil penelitian menunjukkan bahwa Desa Pulopancikan memiliki modal sosial berupa norma, kepercayaan, kohesivitas, altruisme, jaringan sosial, dan partisipasi. Enam komponen modal sosial ini berpengaruh signifikan dalam mendukung keberlanjutan Proklim, dengan meningkatkan semangat masyarakat dalam mengelola lingkungan. Tantangan yang dihadapi meliputi keterbatasan waktu, kurangnya pengetahuan umum tentang Proklim, rendahnya peran serta anak muda, kurangnya pelatihan khusus dalam pengelolaan lingkungan, tidak berlanjutnya beberapa kegiatan pengelolaan lingkungan, serta tidak adanya monitoring dan evaluasi pasca program. Perbedaan antar etnis juga menjadi hambatan. Manfaat dari penelitian ini adalah meningkatkan komponen modal sosial masyarakat Desa Pulopancikan yang bermanfaat untuk pengelolaan lingkungan dan berbagai aspek lainnya = Climate change is an urgent global issue that requires effective mitigation efforts. The government through the Ministry of Environment and Forestry (KLHK) has initiated the Climate Village Program (Proklim), which relies on community participation as the main driver of climate change adaptation and mitigation at the site level. One of the areas that successfully achieved the “main” category in Proklim is Pulopancikan Village. This research aims to identify the social capital in Pulopancikan Village and the role of social capital in the development of Proklim in the village. In addition, this study also aims to reveal the challenges and obstacles faced by the Proklim management community. The research method used is qualitative with a case study approach. Data collection techniques included direct observation, in-depth interviews, document analysis, and literature study. The results showed that Pulopancikan Village has social capital in the form of norms, trust, cohesiveness, altruism, social networks, and participation. These six components of social capital have a significant effect in supporting Proklim sustainability, by increasing community enthusiasm in managing the environment. Challenges faced include time constraints, lack of general knowledge about Proklim, low participation of young people, lack of specific training in environmental management, non-continuation of some environmental management activities, and absence of post-program monitoring and evaluation. Inter-ethnic differences are also a barrier. The benefit of this research is to increase the social capital component of the Pulopancikan Village community which is useful for environmental management and various other aspects.
