Abstract
Dalam era yang sangat dinamis saat ini, pentingnya manajemen portofolio teknologi informasi (TI) sebagai elemen krusial tidak bisa diragukan lagi untuk memastikan pencapaian kinerja sumber daya TI dan keberhasilannya dalam memenuhi kebutuhan organisasi. Penelitian ini bertujuan untuk mengembangkan sebuah model pengukuran yang sesuai dengan kebutuhan kinerja TI dalam pandangan kapabilitas organisasi. Penelitian ini merinci berbagai aspek yang harus dipertimbangkan dalam mengukur kinerja sumber daya TI dan tingkat keberhasilannya. Dengan melakukan analisis mendalam terhadap pengukuran tersebut, diharapkan dapat menghasilkan wawasan yang lebih mendalam tentang cara terbaik untuk mengukur kinerja TI demi mencapai tujuan serta sasaran organisasi dan keberhasilan teknologi di tengah lingkungan yang terus berubah. Tujuan: Merumuskan model pengukuran komprehensif untuk menilai peran sumber daya TI dengan pendekatan manajemen portofolio guna menyelaraskan investasi TI dengan tujuan strategis bisnis. Metodologi: Penelitian ini menggunakan pendekatan konseptual, termasuk tinjauan literatur, pengembangan kerangka teori, dan studi kasus. Data dikumpulkan melalui wawancara ahli dan analisis dokumen, dan validasi dilakukan dengan studi kasus organisasi yang mengalami transformasi digital. Hasil Temuan: Kerangka manajemen portofolio TI yang terstruktur meningkatkan kinerja sumber daya TI dan adaptabilitas organisasi. Model ini menekankan pentingnya keselarasan investasi TI dengan tujuan organisasi dan peningkatan kapabilitas dinamis.

In today's highly dynamic era, the importance of information technology (IT) portfolio management as a crucial element cannot be doubted to ensure the achievement of IT resource performance and its success in meeting organizational needs. This research aims to develop a measurement model that suits the needs of IT performance in terms of organizational capabilities. This research details the various aspects that must be considered in measuring the performance of IT resources and their level of success. An in-depth analysis of these measurements is expected to generate greater insight into how best to measure IT performance in achieving organizational goals and objectives and technology success in a changing environment. Objective: To formulate a comprehensive measurement model for assessing the role of IT resources using portfolio management to align IT investments with strategic business goals. Methodology: This study employs a conceptual approach, including a literature review, theoretical framework development, and case studies. Data collection includes expert interviews and document analysis, validated through case studies of organizations undergoing digital transformation. Findings: A structured IT portfolio management framework significantly enhances IT resource performance and organizational adaptability. The model underscores the importance of aligning IT investments with organizational goals and enhancing dynamic capabilities.
