Abstract

Kota Bandung, ibu kota Provinsi Jawa Barat, memiliki luas 167,3 km² dan penduduk sebanyak 2.510.103 jiwa. Kepadatan penduduk ini salah satu penyebab kemacetan lalu lintas, terutama di Simpang Samsat. Dalam rangka mengatasi kemacetan tersebut, Pembangunan flyover di Simpang Samsat dianggap solusi tepat untuk mengatasi kemacetan ini. Untuk mendukung keputusan pembangunan flyover, Studi kelayakan dilakukan dari segi lalu lintas dan ekonomi. Analisis lalu lintas meliputi kondisi eksisting dan setelah flyover beroperasi. Analisis ekonomi menggunakan perhitungan Biaya Operasional Kendaraan (BOK) metode Jasa Marga serta perhitungan Benefit Cost Ratio (BCR) dan Net Present Value (NPV). Dalam Tugas Akhir ini, Volume lalu lintas didapatkan dengan traffic counting yang ditinjau melalui Akun Resmi Area Traffic Control System Dishub Kota Bandung pada jalan eksisting. Selanjutnya dilakukan forcasting volume lalu lintas kondisi before project dan after project. Setelah dihitung volume lalu lintas forcasting dilakukan analisis lalu lintas dengan Pedoman Kapasitas Jalan Indonesia 2023 (PKJI) dan analisis ekonomi. Hasil analisis lalu lintas tahun 2023 didapatkan nilai Derajat Kejenuhan (DJ) Utara 0.96, Selatan 0.82, Timur 0.61, dan Barat 1.23. Panjang Antrian (m) Utara 416.65, Selatan 183.44, Timur 414.41, dan Barat 500.58. Tundaan (detik/smp) Utara 223.74, Selatan 197.63, Timur 97.43, dan Barat 211.90. Hasil Analisis Lalu lintas pada pada Tahun 2025 didapatkan nilai Nilai Derajat Kejenuhan (DJ) Utara 0.54, Selatan 0.54, Timur 0.51 (Belok Kanan) dan 0.38 (flyover), dan Barat 0.51 (Belok Kanan) dan 0.41 (flyover). Panjang Antrian (m) Utara 54.29, Selatan 52.66 (Lurus), Timur 89.77 dan Barat 90.67, Tundaan (detik/smp) Utara 45.25, Selatan 45.20, Timur 22.38, dan Barat 22.46. Analisis kelayakan ekonomi didapatkan nilai Benefit Cost Ratio (BCR) sebesar 3.725 (BCR > 1) dan Net Present Value (NPV) sebesar Rp 1.121.199.173.069 (NPV > 0). Berdasarkan hasil tersebut, pembangunan flyover simpang Samsat dapat dikatakan layak secara lalu lintas dan ekonomi untuk dibangun.

Bandung City, the capital of West Java Province, covers an area of 167.3 km² and has a population of 2,510,103. This population density is one of the causes of traffic congestion, especially at Simpang Samsat. To address this issue, the construction of a flyover at Simpang Samsat is considered an appropriate solution. Feasibility studies were conducted from both traffic and economic perspectives. The traffic analysis includes existing conditions and post-flyover operations. Economic analysis involves the calculation of Vehicle Operating Costs (VOC) using the Jasa Marga method, and the calculation of Benefit Cost Ratio (BCR) and Net Present Value (NPV). In this study, traffic volume data were obtained through traffic counting reviewed by the Official Account of the Area Traffic Control System of the Bandung City Transportation Department on existing roads. Subsequently, traffic volume forecasting was conducted for both before and after the project conditions. After forecasting traffic volumes, traffic analysis was carried out using the 2023 Indonesian Highway Capacity Manual (PKJI) and economic analysis. The 2023 traffic analysis results showed a Degree of Saturation (DS) of 0.96 in the north, 0.82 in the south, 0.61 in the east, and 1.23 in the west. Queue lengths (m) were 416.65 in the north, 183.44 in the south, 414.41 in the east, and 500.58 in the west. Delays (seconds/pcu) were 223.74 in the north, 197.63 in the south, 97.43 in the east, and 211.90 in the west. The 2025 traffic analysis results showed a Degree of Saturation (DS) of 0.54 in the north, 0.54 in the south, 0.51 (right turn) and 0.38 (flyover) in the east, and 0.51 (right turn) and 0.41 (flyover) in the west. Queue lengths (m) were 54.29 in the north, 52.66 (straight) in the south, 89.77 in the east, and 90.67 in the west. Delays (seconds/pcu) were 45.25 in the north, 45.20 in the south, 22.38 in the east, and 22.46 in the west. The economic feasibility analysis yielded a Benefit Cost Ratio (BCR) of 3.725 (BCR > 1) and a Net Present Value (NPV) of Rp 1,121,199,173,069 (NPV > 0). Based on these results, the construction of the flyover at Simpang Samsat is deemed feasible in terms of both traffic and economic aspects.
