Abstract

Perancangan framework pengukuran kinerja untuk sistem rantai pasok memiliki tujuan untuk mengidentifikasi hasil performa perusahaan secara nyata, sehingga perusahaan dapat meninjau hasil pencapaian kerja secara berkesinambungan dan menjadi tolok ukur untuk pencapaian kerja di periode berikutnya. Peneliti melakukan penelitian di PT Semen Indonesia merupakan industri produsen semen terbesar di Indonesia dalam kasus penelitian ini mengambil tempat di kota Gresik. Perusahaan ini memiliki permasalahan dalam meramalkan standar biaya transportasi, meramalkan permintaan pelanggan serta biaya distribusi yang kian naik seiring kenaikan harga BBM. Kemudian, peneliti melakukan identifikasi dan membuat 12 dalam bentuk model SCOR yang terbagi menjadi 5 proses yaitu plan, source, make, deliver, dan return dengan memiliki masing masing atribut yaitu reliability, responsiveness, cost, asset management. Dalam penelitian ini mengaplikasikan teori model Supply Chain Operation References (SCOR) untuk meserta metode Analytical Hierarchy Process (AHP) untuk menentukan nilai bobot kepentingan dari tiap indikator pada sistem kinerja rantai pasok di PT Semen Indonesia Tbk.
Hasil kinerja aktual diterapkan pengukuran dengan konsep scoring system dengan tujuan untuk meninjau ketercapaian hasil kinerja dari target yang telah ditetapkan. Didapatkan hasil penelitian pada tahun 2023, terdapat 1 indikator kinerja yaitu saving transportation cost yang belum memiliki kinerja yang optimal. Sehingga, perusahaan mengalami defisit biaya transportasi di bulan Mei, Juli, dan Oktober. Selanjutnya, dari tiap hasil data kinerja aktual tiap indikator akan dikalikan dengan hasil bobot metrik. Hasil secara keseluruhan menunjukkan bahwa perusahaan mendapatkan hasil kinerja excellent dengan nilai 95,73.

The design of a performance measurement framework for the supply chain system has the aim of identifying the company's performance results in real terms so that the company can review the results of work achievements on an ongoing basis and become a benchmark for work achievements in the next period. Researchers conducted research at PT Semen Indonesia, which is the largest cement producer industry in Indonesia, in the case of this research taking place in the city of Gresik. This company has problems forecasting standard transportation costs, customer demand, and distribution costs that are increasing as fuel prices rise. Thereafter, researchers identified and made 12 key performance indicators in the form of a SCOR model, which is divided into 5 processes, namely plan, source, make, deliver, and return, by having each attribute, namely reliability, responsiveness, cost, and asset management. This study applies the theory of the Supply Chain Operation References (SCOR) model and use Analytical Hierarchy Process (AHP) method to determine the importance and weight value of each indicator in the supply chain performance system.
The actual performance results are measured with the scoring system concept with the aim of reviewing the achievement of performance results from the predetermined targets. In the research results obtained in 2023, there is 1 performance indicator, namely saving transportation cost, that does not have optimal performance. Thus, the company experienced a transportation cost deficit in May, July, and October. Furthermore, each indicator's actual performance data results will be multiplied by the metric weight results. The overall results show that the company gets excellent performance results, with a value of 95.73.
