Abstract
Indonesia merupakan negara kepulauan dengan kondisi geografis yang luas, sehingga tingkat ancaman militer akan sangat besar apabila tidak diimbangi dengan kekuatan militer yang memadai. Salah satu cara untuk memperkuat pertahanan militer adalah dengan memperbanyak jumlah pangakalan militer di tiap pulau. Namun, biaya operasional yang tinggi membuat bandara militer juga digunakan untuk bandara komersial guna mengurangi biaya pembuatan bandara baru.
Berdasarkan data statistik transportasi udara tahun 2023 oleh Dirjen Perhubungan Udara, Bandara Sultan Hasanuddin dan Bandara Juanda merupakan dua bandara semimiliter dengan total pergerakan pesawat tertinggi dalam lima tahun terakhir. Penelitian ini mengevaluasi fasilitas sisi udara kedua bandara tersebut dengan metode peramalan jumlah pergerakan pesawat selama lima tahun kedepan. Data dari tahun 2014 hingga 2018 digunakan untuk peramalan akibat penurunan pergerakan selama pandemi Covid-19.
Hasil peramalan menunjukkan bahwa pada tahun 2028, Bandara Juanda akan melayani 220,558 pergerakan pesawat dan 29,130,378 penumpang, sementara Bandara Sultan Hasanuddin akan melayani 215,406 pergerakan pesawat dan 20,161,803 penumpang. Analisis fasilitas udara menggunakan pesawat A380-800 menunjukkan kedua bandara masih belum layak melayani pesawat sebesar itu dari segi runway dan taxiway.
Analisis kapasitas runway pada tahun 2028 menunjukkan kapasitas sebesar 49 pergerakan/jam untuk Bandara Sultan Hasanuddin dan 47 pergerakan/jam untuk Bandara Juanda, mengindikasikan perlunya penambahan runway. Namun, area di sekitar Bandara Juanda tidak memungkinkan penambahan runway baru, sementara Bandara Sultan Hasanuddin masih memiliki lahan kosong untuk pengembangan runway tambahan.

Indonesia, as an archipelagic nation with a vast geographical condition, is highly susceptible to military threats if not balanced by adequate military strength. One way to strengthen military defense is by increasing the number of military bases on each island. However, the high operational costs have led to the use of military airports as commercial airports to reduce the cost of building new airports.
Based on 2023 air transportation statistics by the Directorate General of Civil Aviation, Sultan Hasanuddin Airport and Juanda Airport are two semi-military airports with the highest total aircraft movements in the last five years. This study evaluates the airside facilities of these two airports using a forecast method for the number of aircraft movements over the next five years. Data from 2014 to 2018 was used for forecasting due to the decline in movement during the Covid-19 pandemic.
The forecast results show that in 2028, Juanda Airport will serve 220,558 aircraft movements and 29,130,378 passengers, while Sultan Hasanuddin Airport will serve 215,406 aircraft movements and 20,161,803 passengers. Analysis of airside facilities using the A380-800 aircraft shows that both airports are still not capable of serving such a large number of aircraft in terms of runways and taxiways.
The analysis of runway capacity in 2028 shows a capacity of 49 movements/hour for Sultan Hasanuddin Airport and 47 movements/hour for Juanda Airport, indicating the need for additional runways. However, the area around Juanda Airport does not allow for the addition of new runways, while Sultan Hasanuddin Airport still has vacant land for the development of additional runways.
