Abstract

Kecamatan Simokerto telah memiliki 45 unit IPAL komunal namun dalam operasionalnya masih mengalami beberapa permasalahan seperti effluen yang tidak memenuhi baku mutu, kondisi fisik bangunan yang tidak terawat, desain yang tidak sesuai, serta masih ada beberapa warga yang belum mengelola air limbah domestik yang mereka hasilkan. Oleh sebab itu, IPAL-IPAL komunal yang ada di Kecamatan Simokerto perlu dilakukan evaluasi serta perencanaan strategi yang tepat untuk pengelolaan air limbah domestik ke depannya.
Evaluasi dan perencanaan yang dilakukan pada penelitian ini mengacu pada aspek teknis, sosial, dan finansial dengan mengacu pada hasil analisis secara kuantitatif dan kualitatif terhadap hasil pengumpulan data primer maupun sekunder. Pengumpulan data primer dilakukan dengan melakukan pengamatan langsung serta wawancara dengan kuisioner untuk seluruh warga Simokerto. Pengumpulan data primer mencakup kondisi eksisting pengelolaan air limbah domestik, kondisi eksisting IPAL, serta kondisi sosial dan finansial warga Simokerto.
Hasil dari evaluasi aspek teknis yaitu, IPAL komunal di Jalan Sidoyoso Wetan masih memiliki potensi penambahan pelayanan sebanyak 238 orang, namun masih memerlukan re-desain IPAL dengan menambahkan 1 kompartemen Upflow Anaerobic Filter (UAF) dan melakukan desinfeksi dengan menambahkan klor tablet pada pipa effluen. Adapun IPAL komunal di Jalan Granting masih memerlukan perbaikan kebocoran IPAL, pembuatan saluran khusus air limbah domestik, serta re-desain IPAL dengan memperbesar dimensi keseluruhan IPAL serta melakukan desinfeksi dengan menambahkan klor tablet pada pipa effluen. Perencanaan pengembangan pelayanan pengelolaan air limbah domestik di Kecamatan Simokerto dilakukan dengan melakukan re-desain IPAL-IPAL komunal eksisting dan merencanakan pembangunan 245 unit IPAL komunal baru dengan unit pengolah Anaerobic Baffled Reactor (ABR) dengan kapasitas sebesar 35,10 m3.
Strategi dari hasil evaluasi aspek sosial adalah diperlukannya peningkatan minat warga dalam mengelola air limbah domestik dengan melakukan perencanaan IPAL komunal dimana hasil dari pengolahannya dapat dimanfaatkan kembali oleh warga. Strategi dari hasil evaluasi aspek finansial adalah Pemerintah Kota Surabaya memerlukan dana sebesar Rp. 13.478.435.077 untuk pembangunan 245 unit IPAL komunal baru untuk membantu warga Simokerto yang belum menggunakan IPAL komunal.

Simokerto District has 45 units of communal wastewater treatment plant (WWTP), but their operations still face several problems such as effluent that does not meet the quality standards, poorly maintained physical conditions of the buildings, unsuitable designs, and some residents are not yet managing their domestic wastewater. Therefore, the communal WWTPs in Simokerto District need to be evaluated and appropriate strategies for future domestic wastewater management need to be determined.
The evaluation and planning in this research, refer to technical, social, and financial aspects based on quantitative and qualitative analysis results from primary and secondary data collection. Primary data collection was done through direct observation and interviews with questionnaires for all Simokerto residents. Primary data collection includes the existing conditions of domestic wastewater management, existing conditions of WWTPs, as well as the social and financial conditions of Simokerto residents.
The results of the technical aspect evaluation indicate that the communal WWTPs on Sidoyoso Wetan still has the potential to increase their service until 238 people, but requires a redesign by adding 1 compartement of UAF and disinfection process by adding chlorine tablet in effluent pipe. Meanwhile, the communal WWTP on Granting still needs a leakage repairation, the construction of new dedicated domestic wastewater channel, and a redesign of the WWTP by enlarging the overall dimensions of the WWTP and disinfection process by adding chlorine tablet in effluent pipe. The planning for the development of domestic wastewater management services in Simokerto District can be done by building 245 units of new communal WWTP with 35.10 m3 capacity with ABR as a treatment unit.
The strategy from the evaluation of the social aspects indicates the need to increase residents' interest in managing domestic wastewater by planning communal WWTP, which the treated water can be reused by the residents. The strategy from the evaluation of the financial aspects indicates that the Surabaya City Government requires funds amounting to Rp. 13,478,435,077 for the construction of 245 new communal wastewater treatment plants to assist residents of Simokerto who are not yet using communal wastewater treatment plants.
