Abstract
Livability berasal dari kata livable yang memiliki arti layak huni, konsep ini berkaitan dengan kemampuan suatu lokasi dalam memberikan layanan akan kesejahteraan serta kualitas hidup penghuninya. Livability termasuk dalam pertimbangan dasar untuk melakukan revitalisasi kawasan. Rumah Susun Kebon Kacang merupakan rumah susun sederhana milik (rusunami) yang terletak di Kecamatan Tanah Abang, Kota Jakarta Pusat. Didirikan pada tahun 1981, rusun ini merupakan respon dari berkurangnya ketersediaan lahan permukiman serta berdiri di lahan yang sebelumnya adalah permukiman padat kumuh. Setelah berdiri selama empat dekade, rusun ini termasuk dalam rencana revitalisasi oleh pengelola di lima tahun kedepan. Maka dari itu, tujuan dari penelitian ini adalah menilai tingkat livability di Rumah Susun Kebon Kacang dalam upaya revitalisasi rusun. Penelitian ini dapat menjadi masukan bagi pengembang untuk mengetahui kriteria prioritas utama dalam rangka mendukung upaya revitalisasi.
Pendekatan yang digunakan adalah Post Occupany Evaluation untuk mencari gap antara harapan, dan kenyataan akan hunian setelah ditempati. Penelitian ini melalui tiga tahapan, tahap pertama melakukan perumusan kriteria livability menggunakan metode Delphi dengan empat responden expert. Setelah mendapatkan hasil Delphi, dilanjutkan dengan penilaian tingkat livability oleh responden penghuni melalui metode service quality (servqual). Hasil dari servqual kemudian di kuadran melalui kuadran Importance Performance Analysis (IPA) untuk perumusan prioritas kriteria livability dalam upaya revitalisasi rusun.
Analisa delphi menetapkan 29 kriteria dalam 6 indikator untuk menilai tingkat livability Rumah Susun Kebon Kacang. Indikator tersebut antara lain kondisi fisik bangunan, kondisi Infrastruktur, keterjangkauan, lingkungan dan sosial, kenyamanan dan keamanan, ekonomi. Kriteria yang telah ditetapkan ini, selanjutnya diuji melalui servqual kepada sebanyak 110 responden penghuni, Setelah mendapatkan hasil dari IPA, terdapat 9 kriteria yang menjadi prioritas utama. Kriteria tersebut adalah kondisi material bangunan, kepadatan bangunan, unit hunian, kecukupan ruang atau luas hunian, struktur bangunan, kualitas dan pemeliharaan jaringan air bersih, tersedianya kapasitas parkir, terjaganya kondisi lingkungan, dan terdapat proteksi kebakaran.

Livability comes from the word "livable," which means suitable for living. This concept relates to the ability of a location to provide services that ensure the well-being and quality of life of its residents. Livability is included in the basic considerations for revitalizing the area. Kebon Kacang Flats is a owned simple flat (rusunami) located in Tanah Abang District, Central Jakarta City. Established in 1981, this flat was a response to the decreasing availability of residential land and stands on what was previously a densely populated slum area. After standing for four decades, this flat is included in the revitalization plan by the management in the next five years. Therefore, the purpose of this research is to assess the level of livability in Kebon Kacang Flats as part of the flat revitalization effort. This research can provide input for developers to understand the main priority criteria in supporting the revitalization efforts.
The approach used is Post-Occupancy Evaluation to identify the gap between expectations and the reality of the housing after occupancy. This research goes through three stages. The first stage formulates livability criteria using the Delphi method with four expert respondents. After obtaining the Delphi results, the livability level is assessed by resident respondents using the service quality (servqual) method. The servqual results are then plotted on the Importance Performance Analysis (IPA) quadrant to formulate the priority criteria for livability in the effort to revitalize the flats.
The Delphi analysis established 29 criteria within 6 indicators to assess the livability level of Kebon Kacang Apartment. These indicators include the physical condition of the building, infrastructure condition, affordability, environmental and social factors, comfort and safety, and economic factors. These established criteria were then tested through servqual with 110 resident respondents. After obtaining the results from IPA, 9 criteria were identified as top priorities. These criteria are the condition of building materials, building density, residential units, adequacy of space or living area, building structure, quality and maintenance of the clean water network, availability of parking, maintenance of environmental, and fire protection.
