Abstract

Stasiun Gubeng, sebagai stasiun utama di Kota Surabaya, menjadi fokus pengembangan TOD bagi pemerintah Kota Surabaya sesuai dengan Dokumen RTRW Kota Surabaya tahun 2014 – 2034. Terdapat potensi pejalan kaki di kawasan ini, dimana menurut data penumpang, ditunjukkan adanya kenaikan pengguna layanan kereta api di Stasiun Gubeng dengan kenaikan 12,9% pada Semester I tahun 2024 dibandingkan periode sebelumnya, serta rata-rata harian penumpang pada bulan Mei-Oktober 2022 yang tinggi, dimana mencapai puncaknya pada hari Jumat dengan 10.732 penumpang.Untuk menunjang pengembangannya, maka seharusnya jalur pedestrian yang ada di Kawasan Stasiun Gubeng walkable. Namun, kondisi jalur pedestrian di sekitar Stasiun Gubeng masih jauh dari kata walkable, baik dari segi fasilitas, keamanan, kenyamanan, dan konektivitasnya. Penelitian ini bertujuan untuk menilai tingkat walkability jalur pedestrian di Kawasan Transit Stasiun Gubeng Surabaya. Metode yang digunakan dalam penelitian ini melibatkan analisis Delphi untuk mengumpulkan pendapat ahli dan pemangku kepentingan terkait kondisi walkability di kawasan transit. Selain itu, dilakukan perhitungan Walkability Index dengan menggunakan lima indikator utama yaitu fasilitas jalur pedestrian, keamanan, kenyamanan, konektivitas, dan kebijakan pendukung. Hasil penelitian menunjukkan bahwa tingkat walkability di kawasan Stasiun Gubeng bervariasi. Koridor Jalan Sumatera mendapat nilai 70,99% (baik), dengan fasilitas, keamanan, kenyamanan, konektivitas, dan kebijakan pendukung memadai. Koridor Jalan Stasiun Gubeng mendapat nilai 58,78% (cukup baik) dan Koridor Jalan Prof. Dr. Moestopo mendapat nilai 64,00% (cukup baik) yang mana fasilitas, keamanan, kenyamanan, konektivitas, dan kebijakan pendukung cukup memadai. Koridor Jalan Gubeng Masjid mendapat nilai 48,52% (kurang baik), yang mana fasilitas, keamanan, kenyamanan, konektivitas, dan kebijakan pendukung masih kurang memadai. Secara keseluruhan, peningkatan infrastruktur dan fasilitas pendukung diperlukan untuk meningkatkan kenyamanan, keamanan, dan aksesibilitas bagi pejalan kaki di seluruh koridor.

Gubeng Station, as the main station in Surabaya City, has become the focus of TOD (Transit-Oriented Development) for the Surabaya City government according to the Surabaya City Spatial Planning Document (RTRW) for 2014-2034. There is significant potential for pedestrian traffic in this area, as passenger data shows an increase in railway service users at Gubeng Station with a 12.9% rise in the first semester of 2024 compared to the previous period. The average daily passengers from May to October 2022 were high, peaking on Fridays with 10,732 passengers. To support its development, the pedestrian pathways around Gubeng Station should be walkable. However, the condition of the pedestrian paths around Gubeng Station is far from walkable in terms of facilities, safety, comfort, and connectivity.This research aims to examine the level of walkability of pedestrian paths in the Gubeng Station Transit Area, Surabaya. The method used in this research involves Delphi analysis to collect the opinions of experts and stakeholders regarding walkability conditions in transit areas. In addition, the Walkability Index is calculated using five main indicators, namely pedestrian path facilities, security, comfort, connectivity and supporting policies. The research results show that the level of walkability in the Gubeng Station area varies. The Sumatra Road Corridor received a score of 70.99% (good), with adequate facilities, security, comfort, connectivity and supporting policies. The Gubeng Station Road Corridor received a score of 58.78% (quite good) and the Prof. Dr. Moestopo received a score of 64.00% (fairly good) which means the facilities, security, comfort, connectivity and supporting policies are quite adequate. The Jalan Gubeng Mosque corridor received a score of 48.52% (not good), where facilities, security, comfort, connectivity and supporting policies were still inadequate. Overall, improvements to infrastructure and supporting facilities are needed to improve comfort, safety and accessibility for pedestrians throughout the corridor.
