Abstract
Dalam perencanaan Jalan Tol Parapat-Tarutung-Sibolga diperlukan pertimbangan dari segi ekonomi dan finansial sebagai acuan dalam investasi agar jalan tol tersebut dapat menjadi proyek yang layak dilaksanakan, maka dari itu perlu dilakukan studi kelayakan ekonomi dan finansial dari pembangunan Jalan Tol Parapat-Tarutung-Sibolga. Dengan adanya studi ini maka akan diketahui besar penghematan Biaya Operasional Kendaraan (BOK) dan Nilai Waktu (Time Value) dengan adanya pembangunan jalan tol ini.
Metode yang digunakan dalam menganalisis Biaya Operasional Kendaraan (BOK) dan Nilai Waktu (Time Value) adalah metode Jasa Marga. Kemudian untuk perhitungan dari trip assignment untuk mengetahui perpindahan dari jalan eksisting ke jalan tol akan digunakan perhitungan dengan metode Smock. Dalam menganalisis kelayakan dari segi ekonomi dibutuhkan parameter seperti Benefit Cost Ratio (BCR), Net Present Value (NPV), dan Internal Rate Return (IRR) sehingga didapatkan nilai penghematan dengan adanya Jalan Tol Parapat-Tarutung-Sibolga. Sedangkan dalam menganalisis kelayakan aspek finansial dibutuhkan parameter seperti seperti Benefit Cost Ratio (BCR), Net Present Value (NPV), Internal Rate Return (IRR), dan Payback Period sehingga kemudian dapat diketahui jumlah keuntungan investor dan berapa lama waktu yang dibutuhkan untuk mengembalikan uang investor saat Tol Parapat-Tarutung-Sibolga beroperasi. Dengan adanya studi ini diharapkan dapat membantu dalam menganalisis kelayakan Jalan Tol Parapat-Tarutung-Sibolga dari Segi Ekonomi dan Finansial.
Dari analisis aspek ekonomi dadapatkan penghematan BOK dan nilai waktu (time value) sebesar Rp. 75.555.341.930.940. Sehingga didapatkan hasil nilai BCR sebesar 2,01 > 1 dan nilai NPV sebesar Rp. 40.975.050.400.075 > 0. Berdasarkan nilai BCR > 1 dan NPV > 0, maka dapat disimpulkan pembangunan jalan Tol Parapat-Tarutung-Sibolga layak dari segi ekonomi. Dari segi finansial, didapatkan nilai keuntungan sebesar Rp. 38.139.179.110.524. Sehingga didapatkan hasil nilai BCR sebesar 1,02> 1, nilai NPV sebesar Rp. 878.676.248.694 > 0, maka dapat disimpulkan pembangunan jalan tol Parapat-Tarutung-Sibolga layak dari aspek finasnsial.

In the planning of the Parapat-Tarutung-Sibolga Toll Road, considerations from economic and financial perspectives are crucial to determine its feasibility as an investment project. Therefore, an economic and financial feasibility study of the Parapat-Tarutung-Sibolga Toll Road development is necessary. This study aims to assess the potential savings in Vehicle Operating Costs (VOC) and Time Value through the construction of the toll road.
The method used to analyze Vehicle Operating Costs (VOC) and Time Value is the Jasa Marga method. Additionally, trip assignment calculations will be conducted to determine the shift from existing roads to the toll road using the Smock method. In evaluating the economic feasibility, parameters such as the Benefit Cost Ratio (BCR), Net Present Value (NPV), and Internal Rate of Return (IRR) will be utilized to quantify the savings resulting from the Parapat-Tarutung-Sibolga Toll Road. On the other hand, the financial feasibility analysis requires parameters such as the Benefit Cost Ratio (BCR), Net Present Value (NPV), Internal Rate of Return (IRR), and Payback Period to determine the investor's profit and the time required to recoup the investment once the Parapat-Tarutung-Sibolga Toll Road is operational. This study aims to assist in assessing the feasibility of the Parapat-Tarutung-Sibolga Toll Road from both economic and financial perspectives.
From the economic aspect analysis, savings in vehicle operating costs (BOK) and time value amount to Rp. 75.555.341.930.940. Consequently, the BCR value is obtained at 2.18 > 1 and the NPV value at Rp. 40.975.050.400.075 > 0. Based on a BCR > 1 and NPV > 0, it can be concluded that the construction of the Parapat-Tarutung-Sibolga toll road is economically feasible. From a financial perspective, a profit value of Rp. 38.139.179.110.524is obtained. Thus, the BCR value is 1.02 > 1, and the NPV value is Rp. 878.676.248.694 > 0, leading to the conclusion that the construction of the Parapat-Tarutung-Sibolga toll road is financially feasible.
