Abstract
Pengukuran kinerja merupakan hal yang penting bagi setiap organisasi, termasuk fasilitas kesehatan rumah sakit. Business Balanced Scorecard (BSC) merupakan salah satu pendekatan yang dapat digunakan untuk mengukur kinerja organisasi. Pada penelitian ini, digunakan empat perspektif BSC, yaitu: finansial, pelanggan, bisnis internal, dan pembelajaran dan pertumbuhan. Dalam penelitian ini, dilakukan rancang bangun dashboard kinerja berbasis BSC menggunakan metode Pureshare dengan studi kasus pada fasilitas kesehatan Rumah Sakit Bhayangkara Nganjuk. Terdapat dua dashboard yang akan dibangun, dashboard capaikan kinerja berdasarkan BSC, dan dashoard monitoring akreditasi rumah sakit. Metode Pureshare digunakan untuk membangun dashboard kinerja kemudian kerangka kerja yang digunakan Microsoft Power BI untuk visualisasi data dan PostgreSQL untuk menyimpan database. Pada penelitian ini KPI yang digunakan didapatkan dari poin akreditasi pada rumah sakit yang dilakukan oleh Komisi Akreditasi Rumah Sakit (KARS). Aplikasi web dirancang berbasis PHP dengan Codeigniter 4 dan menggunakan Tailwind CSS untuk membantu merancang tampilan aplikasi web. Hasil penelitian menunjukkan dashboard kinerja berbasis BSC memberikan informasi yang komprehensif dan terintegrasi mengenai kesiapan rumah sakit sebelum dilakukan akreditasi. Pada tahap pengujian, terdiri dari uji fungsional dan non fungsional yang dilakukan secara mandiri, dan juga uji penerimaan sistem terhadap pihak rumah sakit sebagai calon pengguna akhir. Pengujian dilakukan secara kualitatif melalui diskusi dan wawancara serta secara kuantitatif melalui penyebaran kuesioner User Acceptance Test. Hasil pengujian aplikasi ini menerima respons positif yang terbukti dengan tingkat penerimaan sebesar 88%.

Performance measurement is important for every organization, including hospital health facilities. Business Balanced Scorecard (BSC) is one approach that can be used to comprehensively measure organizational performance. In this study, four BSC perspectives were used, namely: financial, customer, internal business process, and learning and growth. In this study, a BSC-based performance dashboard was designed using the Pureshare method with a case study at Bhayangkara Nganjuk Hospital. There are two dashboards to be built, performance dashboard based on BSC, and hospital accreditation monitoring dashboard. The Pureshare method is the method used to build the performance dashboard and the framework used is Microsoft Power BI for data visualization and PostgreSQL to store the database. In this study, the KPIs used were obtained from accreditation points at the hospital conducted by the Hospital Accreditation Commission (KARS). Web applications are designed based on PHP with Codeigniter 4 and use Tailwind CSS to help design the appearance of web applications. The results showed that the BSC-based performance dashboard can provide comprehensive and integrated information on hospital readiness before accreditation. In the testing phase, a series of tests were carried out consisting of functional and non-functional tests carried out independently, as well as system acceptance tests on the hospital as a potential end user. Testing was conducted qualitatively through discussions and interviews and quantitatively through the distribution of User Acceptance Test questionnaires. The results of testing this application received a positive response as evidenced by the acceptance rate of 88%.
