Abstract

Kampung Peneleh, yang terletak di pusat Kota Surabaya, mempunyai daya tarik wisata berupa peninggalan sejarah. Perubahan siklus hidup pariwisata telah terjadi di kampung ini yang ditunjukkan melalui peningkatan jumlah kunjungan wisatawan secara bertahap setelah mengalami kondisi unpredictable akibat pandemi Covid-19. Di sisi lain, ketahanan masyarakat sebagai pelaku industri pariwisata terbukti telah mampu untuk beradaptasi, pulih, dan bertahan dari dinamika pariwisata yang terjadi seperti pandemi dan modernisasi perkotaan yang dapat mengancam eksistensi siklus hidup pariwisata. Guna mendukung pariwisata berkelanjutan, riset ini bertujuan merumuskan formulasi pengembangan siklus hidup heritage tourism Peneleh berdasarkan penilaian tingkat ketahanan masyarakatnya. Data riset diperoleh melalui studi literatur, observasi non partisipan, dan wawancara mendalam kepada enam responden melalui teknik purposive sampling. Data yang diperoleh dianalisis menggunakan teknik skoring statistik dan content analysis. Hasil riset menunjukkan bahwa kondisi pariwisata Peneleh berada pada fase siklus hidup peremajaan kembali (rejuvenation) dengan tingkat ketahanan masyarakat dimensi sosial bervariasi. Formulasi pengembangan lebih ditekankan pada peningkatan variabel dimensi sosial community resilience khususnya kapasitas SDM yang sangat rendah untuk memperkuat fase peremajaan pariwisata Peneleh melalui variasi pelatihan supporting wisata dan sertifikasi profesi pendukung pariwisata (pemandu, perhotelan, biro wisata).

Peneleh Village, located in the center of Surabaya, has tourist attractions such as historical heritage. The dynamics of tourism life cycle has occurred in this village which is shown through a gradual increase of tourist visits number after experiencing unpredictable conditions due to the Covid-19 pandemic. On the other hand, community resilience as the actor of tourism industry has proven to be able to adapt, recover, and survive tourism dynamics that occur such as pandemics and urban modernization that can threaten the existence of the tourism life cycle. In order to support sustainable tourism, this research aims to formulate the development of Peneleh's heritage tourism life cycle based on assessment of the level of community resilience. Research data were obtained through literature studies, non-participant observations, and in-depth interviews with six respondents through purposive sampling techniques. The data obtained were analyzed using statistical scoring techniques and content analysis. The results showed that Peneleh tourism conditions are in the rejuvenation life cycle phase with varying levels of community resilience in social dimensions. The formulation of development emphasizes the increase in the variable social dimension of community resilience, especially the very low human resource capacity to strengthen the rejuvenation phase of Peneleh tourism through variations of tourism support training and certification of tourism supporting professions (guides, hospitality, tour agencies).
