Abstract

Dalam rangka transformasi digital layanan kesehatan di Indonesia, Kementerian Kesehatan Indonesia menerbitkan Permenkes RI No. 21, yang mensyaratkan adanya upaya perubahan tata kelola pembangunan kesehatan yang meliputi integrasi sistem informasi, penelitian, dan pengembangan kesehatan. Pemanfaatan teknologi informasi di bidang kesehatan sudah cukup luas hingga menyediakan data yang beragam. Namun dengan beragamnya fungsi dari aplikasi yang sudah ada, terjadi fragmentasi sistem informasi kesehatan. Guna memberikan arah dan peta jalan transformasi digital kesehatan di Indonesia dalam beberapa tahun mendatang, kementerian kesehatan telah mengeluarkan buku cetak biru strategi transformasi digital kesehatan 2024. Dengan memanfaatkan framework Ubiquitous Intelligent Hospital Information Systems (UIHIS) diharapkan dapat mengembangkan sebuah platform Indonesia Health Services (IHS) sesuai dengan standar. Pada tugas akhir ini akan berfokus pada layanan primer yakni modul Peresepan Obat. Modul ini diambil karena kejadian kesalahan peresepan obat dapat berdampak bahaya bagi pasien. Tugas akhir ini diharapkan mampu menyelesaikan pengembangan sistem aplikasi peresepan obat berbasis website guna memberikan dukungan kepada dokter dalam proses peresepan obat dan membantu dalam pemilihan obat yang tepat berdasarkan data medis pasien. Metode yang digunakan dalam tugas akhir ini terdiri dari studi literatur, penggalian kebutuhan, pemodelan data, perancangan antarmuka aplikasi, pembuatan aplikasi, evaluasi aplikasi dan penyusunan tugas akhir.
Luaran dari tugas akhir ini merupakan aplikasi peresepan obat berbasis website menggunakan framework FHIR dan terintegrasi dengan SATUSEHAT. Aplikasi terdiri dari fitur pembuatan resep obat, rekomendasi obat, dan permintaan stok obat. Pembuatan aplikasi menggunakan framework Laravel dan vue js dengan library Inertia.Js. Pengujian terdiri dari internal testing dan Technology Acceptence Model (TAM). Hasil evaluasi TAM menunjukkan aplikasi cukup memenuhi kebutuhan pengguna dengan catatan. Nilai rata – rata yang didapatkan antara lain dari Perceive Usefullness 3.6 dari skala 5, Perceive Ease of Use 3 dari skala 5, Attitude Toward 3.6 dari skala 5, dan Behavioral Intention 3.25 dari skala 5. Oleh karena itu dapat disimpulkan bahwa pengguna sudah cukup puas terhadap kebutuhan aplikasi dari nilai – nilai yang didapatkan.

In the context of digital transformation of health services in Indonesia, the Indonesian Ministry of Health issued Permenkes RI No. 21, which requires efforts to change the governance of health development which includes the integration of health information systems, research and development. The utilization of information technology in the Health sector is already quite extensive, providing a variety of data. However, with the various functions of existing applications, there is fragmentation of the health information system. In order to provide a direction and roadmap for the digital transformation of health in Indonesia in the coming years, the ministry of health has issued a blueprint book for the 2024 health digital transformation strategy. By utilizing the Ubiquitous Intelligent Hospital Information Systems (UIHIS) framework, it is expected to develop an Indonesia Health Services (IHS) platform in accordance with standards. In this final project, the focus will be on primary services, namely the Medication Prescription module. This module is selected due to the potential risks associated with medication prescription errors that can pose dangers to patients. This final project is expected to be able to complete the development of a web-based drug prescription application system to provide support to doctors in the drug prescription process and assist in selecting the right drug based on patient medical data. The method used in this final assignment consists of literature study, requirements mining, data modeling, application interface design, application creation, application evaluation and preparation of the final assignment.
The output of this final project is a website-based drug prescribing application that has features for making drug prescriptions, drug recommendations, and requesting drug stock. Application creation using the Laravel framework and Vue JS with the Inertia.Js library. Testing consists of internal testing and Technology Acceptance Model (TAM). The TAM evaluation results show that the application adequately meets user needs with notes. The average scores obtained include Perceive Usefulness 3.6, Perceive Ease of Use 3, Attitude Toward 3.6, and Behavioral Intention 3.25. Therefore, it can be concluded that the user is quite satisfied with the application needs from the values obtained.
