Abstract

Permen PUPR No. 4 Tahun 2017 menyebutkan bahwa pengembangan SPALD didasarkan berdasarkan 6 kriteria, yaitu kepadatan penduduk, kedalaman air tanah, permeabilitas tanah, kemampuan pembiayaan, kemiringan tanah, dan kawasan tertentu. Apabila mengacu terhadap salah satu kriteria tersebut, maka Kota Surabaya berpotensi berkewajiban menerapkan SPALD-T. Penelitian ini bertujuan untuk mengkaji bagaimana SPALD-T dapat diterapkan di Kota Surabaya yang ditinjau dari aspek teknis, aspek finansial, dan aspek kelembagaan. Metode penelitian dilakukan menggunakan analisis deskriptif dan Analitycal Hierarchy Process (AHP). Analisis deskriptif dilakukan untuk menggambarkan kondisi Kota Surabaya. Sedangkan Analitycal Hierarchy Process (AHP) digunakan dalam menentukan usulan prioritas yang dapat diimplementasikan oleh Instansi Terkait untuk menerapkan SPALD-T di Kota Surabaya. Berdasarkan kajian yang telah dilakukan, Kota Surabaya masuk ke dalam wilayah yang perlu menerapkan SPALD-T dalam upaya pengelolaan air limbah. Berdasarkan anggaran yang ada baik dari APBN, APBD, dan Swasta, Kota Surabaya mampu melakukan revitalisasi SPALD-S menjadi SPALD-T secara bertahap. Selanjutnya dari segi kelembagaan, Kota Surabaya telah siap dalam menerapkan SPALD-T karena telah memetakan tugas antara perencanaan, konstruksi, operasional, dan pemeliharaan. Skema yang dapat diterapkan di Kota Surabaya adalah SPALD-T permukiman dengan wilayah pelayanan 1 RT 1 IPAL.

PUPR Ministerial Decree No. 4 of 2017 states that SPALD development is based on 6 criteria, namely population density, groundwater depth, soil permeability, financing capacity, land slope, and certain areas. If it refers to one of these criteria, the City of Surabaya is potentially obliged to implement SPALD-T. This research aims to examine how SPALD-T can be implemented in the city of Surabaya in terms of technical aspects, financial aspects and institutional aspects. The research method was carried out using descriptive analysis and Analytical Hierarchy Process (AHP). Descriptive analysis was carried out to describe the conditions of the City of Surabaya in implementing SPALD-T. Meanwhile, the Analytical Hierarchy Process (AHP) is used to determine priority proposals that can be implemented by the Relevant Agencies to implement SPALD-T in the City of Surabaya. Based on the studies that have been carried out, the city of Surabaya is included in the areas that need to implement SPALD-T in wastewater management efforts. Based on the existing budget from APBN, APBD and the private sector, the City of Surabaya is able to revitalize SPALD-S to become SPALD-T in stages. Furthermore, from an institutional perspective, the City of Surabaya is ready to implement SPALD-T because it has mapped out the tasks between planning, construction, operations and maintenance. The scheme that can be implemented in Surabaya is SPALD-T residential areas with service area of 1 RT 1 IPAL.
