Abstract
Jalan Kedung Cowek merupakan jalan arteri yang memiliki peran krusial dalam mobilisasi serta perdagangan antar Pulau Jawa dan Madura. Jalan tersebut menghubungkan Kota Surabaya menuju Jembatan Suramadu ke Kabupaten Bangkalan untuk memudahkan mobilisasi dan perpindahan barang sehingga tidak perlu melakukan penyebrangan laut. Jalan Kedung Cowek termasuk wilayah di Surabaya Utara yang paling dekat dengan Pulau Madura dan terhubung secara fisik melalui Jembatan Suramadu. Surabaya Utara sendiri notabene memiliki potensi kejahatan gengster atau komplotan sejak dahulu sehingga perlu perencanaan wilayah untuk pencegahan kejahatan gangster atau komplotan. Upaya pencegahan tersebut dapat menggunkan pendekatan environmental and community approach melalui konsep CPTED di Jalan Kedung Cowek Surabaya.
Melalui metode content analysis, diinterpretasikan pendapat responden mengenai 34 sub-variabel komponen CPTED yang membatasi ruang gerak gengster. Dilakukan analisis sehingga didapatkan hasil 20 sub-variabel komponen CPTED yaitu papan tanda, perbedaan pencahayaan, zona terbuka, siskamling, CCTV, lighting, warga dan pejalan kaki, patroli polisi, ronda, portal jam malam, taman, SPBU, paguyupan, kesadaran ruang, interaksi warga, terawat, ramai, terkontrol, reputasi lingkungan fisik yang baik, berdekatan dengan lokasi kejahatan seperti slum area atau area dengan sosial-ekonomi rendah.
Berdasarkan hasil kuesioner evaluatif CPTED fisik, terdapat kekhawatiran mengenai risiko kejahatan yang diungkapkan oleh masyarakat mengenai pengawasan, perawatan, lingkungan dan penerangan di sekitar utara wilayah penelitian yaitu di 10 ruas jalan (R1-R10) arah Surabaya-Madura dan 8 ruas jalan (R16-R24) arah Madura-Surabaya.
Dari penelitian ini didapatkan arahan pencegahan gengster di Jalan Kedung Cowek melalui pendekatan konsep CPTED menggunakan analisis triangulasi yaitu 20 sub-variabel komponen CPTED, ruas yang menerima skor rendah dan sedang serta studi literatur dari theoritical background, best practise, dan regulasi.

Kedung Cowek Road is an arterial road that plays a crucial role in the mobilization and trade between the islands of Java and Madura. The road connects the city of Surabaya to the Suramadu Bridge to Bangkalan Regency, facilitating the movement and transfer of goods without the need for sea crossing. Kedung Cowek Road is located in North Surabaya, the closest area to Madura Island and physically connected via the Suramadu Bridge. North Surabaya has historically been prone to gangster or gang-related crimes, necessitating regional planning for crime prevention. Crime prevention efforts can utilize the environmental and community approach through the CPTED concept on Kedung Cowek Road, Surabaya.
Through the content analysis methodology, respondents' opinions on 34 sub-variables of CPTED components that restrict gangster movement were interpreted. The analysis resulted in 20 sub-variables of CPTED components, namely signage, lighting differentiation, open zones, neighborhood watch, CCTV, lighting, residents and pedestrians, police patrols, night watch, curfew gates, parks, gas stations, community associations, spatial awareness, resident interaction, maintenance, bustling areas, controlled environments, good physical environment reputation, and proximity to crime-prone areas like slum areas or low socio-economic regions.
Based on the evaluative questionnaire results of the physical CPTED, there were concerns about crime risks expressed by the community regarding surveillance, maintenance, environment, and lighting in the northern area of the study location, particularly on 10 road sections (R1-R10) towards Surabaya-Madura and 8 road sections (R16-R24) towards Madura-Surabaya.
This study provides directives for gangster prevention on Kedung Cowek Road through the CPTED concept using triangulation analysis, including 20 sub-variables of CPTED components, line that received low to moderate scores, and literature studies from theoretical backgrounds, best practices, and regulations.
