Abstract
Komoditas pangan memegang peranan penting bagi keberlangsungan suatu negara, termasuk Indonesia. Cabai merah dan bawang merah merupakan komoditas strategis yang memiliki kontribusi besar terhadap inflasi akibat fluktuasi harga, khususnya di Jawa Timur. Pemerintah menghadapi berbagai tantangan dalam memenuhi kebutuhan dan menjaga stabilitas harga pangan, salah satunya adalah distribusi yang tidak efisien. Tingginya Margin Perdagangan dan Pengangkutan (MPP) di Jawa Timur, yang mencapai 43,62% untuk cabai merah dan 74,73% untuk bawang merah, mencerminkan inefisiensi dalam distribusi. Oleh karena itu, optimasi rute distribusi menjadi penting untuk mengatasi masalah tersebut. Penelitian ini bertujuan untuk mencari alternatif optimasi rute distribusi dengan biaya terendah menggunakan pendekatan Ant Colony Optimization (ACO), yang merupakan algoritma metaheuristik terinspirasi dari perilaku semut dalam mencari jalur terpendek menuju sumber makanan. Terdapat dua skenario yang digunakan yaitu pengiriman langsung dan milk-run. Pengiriman langsung cabai merah dilakukan melalui 13 rute dengan total jarak tempuh sebesar 555 km dan bawang merah dengan rute sebanyak 10 dengan total jarak tempuh 1.597 km. Sedangkan, pengiriman milk-run pada cabai merah menghasilkan rute sebanyak 10 dengan total jarak sepanjang 505 km dan pada bawang merah terdapat 10 rute dengan total jarak sepanjang 1.143 km. Berdasarkan hasil analisis dan komparasi menunjukkan bahwa skenario milk-run lebih efisien dalam hal biaya, karena membutuhkan biaya yang paling minimal daripada metode pengiriman langsung. Selain itu, berdasarkan hasil uji sensitivitas biaya dan permintaan menunjukkan bahwa skenario milk-run cenderung lebih ekonomis dengan total biaya yang stabil dan lebih rendah daripada skenario pengiriman langsung.

Food commodities play a crucial role in the sustainability of a country, including Indonesia. Red chili peppers and shallots are strategic commodities that significantly contribute to inflation due to price fluctuations, particularly in East Java. The government faces various challenges in meeting food needs and maintaining price stability, including inefficient distribution. High Trading and Transportation Margins (MPP), reaching 43.62% for red chili peppers and 74.73% for shallots in East Java, reflect inefficiencies in distribution. Therefore, optimizing distribution routes becomes crucial to address these issues. This research aims to explore alternative optimization of distribution routes with minimal costs using the Ant Colony Optimization (ACO) approach, a metaheuristic algorithm inspired by ant behavior in finding the shortest path to food sources. Two scenarios are considered direct shipping and milk-run. Direct shipping for red chili peppers involves 13 routes covering a total distance of 555 km, while for shallots, there are 10 routes covering 1,597 km. In contrast, milk-run delivery for red chili peppers results in 10 routes covering a total distance of 505 km, and for shallots, there are 10 routes covering 1,143 km. Based on the analysis and comparison, milk-run scenarios are found to be more cost-efficient, requiring minimal expenses compared to direct shipping methods. Furthermore, sensitivity analysis of costs and demand indicates that milk-run scenarios tend to be more economical with stable and lower total costs compared to direct shipping scenarios.
