Abstract
Tujuan keseluruhan dari studi ini adalah untuk menentukan kelayakan finansial berbagai penggunaan lahan dalam proyek Surabaya Waterfront Land (SWL), dengan memasukkan dampak lingkungan ke dalam analisis. Masalah penelitian yang diselidiki berfokus pada penilaian kelayakan finansial berbagai penggunaan lahan, baik dari segi metrik finansial tradisional maupun penilaian dampak lingkungan. Desain dasar dari studi ini melibatkan tinjauan literatur yang komprehensif, penetapan masalah, pengumpulan data, dan penerapan berbagai metode analitis termasuk Analisis Financials (FA), Analisis Dampak Lingkungan (EIA), Analisis Biaya Manfaat Lingkungan (eCBA), dan Analisis Daur Hidup (LCA). Temuan utama dari analisis ini mengungkapkan bahwa sebagian besar penggunaan lahan, seperti Resort 1, Resort 2, Fresh Market, Area Komersial, Area Perumahan, Penggunaan Campuran, Beach Club 1, Area Perdagangan & Layanan, Beach Club 2, Pusat Olahraga, Area Tepi Laut, Danau, Ruang Hijau, dan Kolam Sandar Kapal, layak secara finansial. Integrasi NPV finansial dengan PV berbasis dampak lingkungan menunjukkan bahwa Kolam Sandar Kapal (Ship Berth Pool), dengan fasilitas pengelolaan limbahnya, menonjol karena Rasio Biaya Manfaat (BCR) lingkungan yang positif. Studi ini menyimpulkan bahwa memasukkan praktik-praktik berkelanjutan, seperti pengelolaan limbah, secara signifikan meningkatkan kelayakan lingkungan dan finansial proyek pembangunan, sehingga sejalan dengan tujuan pembangunan berkelanjutan.

The overall purpose of this study was to determine the financial feasibility of various land uses within the Surabaya Waterfront Land (SWL) project, incorporating environmental impacts into the analysis. The research problem investigated focused on assessing the financial viability of different land uses both in terms of traditional financial metrics and environmental impact assessments. The basic design of the study involved a comprehensive literature review, problem scoping, data collection, and the application of multiple analytical methods including Financial Analysis (FA), Environmental Impact Assessment (EIA), Environmental Cost Benefit Analysis (eCBA), and Life Cycle Analysis (LCA). Major findings from the analysis revealed that most land uses, such as Resort 1, Resort 2, Fresh Market, Commercial Area, Residential Area, Mix Use, Beach Club 1, Trade & Service Area, Beach Club 2, Sport Center, Waterfront Area, Lake, Green Space, and Ship Berth Pool, were financially feasible. The integration of financial NPV with environmental impact-based PV indicated that the Ship Berth Pool, with its waste management facilities, stood out for its positive environmental Benefit-Cost Ratio (BCR). The study concluded that incorporating sustainable practices, like waste management, significantly enhances both the environmental and financial feasibility of development projects, thus aligning with sustainable development goals.
