Abstract
Dalam perkembangannya masyarakat urban banyak dihadapkan pada permasalahan sosial maupun keruangan seperti kriminalitas. Kelurahan Keputih di Kota Surabaya menjadi salah satu wilayah dengan kasus-kasus kriminalitas yang cukup banyak. Diketahui pada penelitian sebelumnya area Kelurahan Keputih terdampak efek "studentifikasi" yaitu sebuah wilayah secara sosial menerima dampak akibat adanya pergeseran budaya, kebiasaan, dan perilaku baru yang dibawa warga pendatangnya. Di lain sisi, warga Kelurahan Keputih memiliki potensi partisipasi masyarakat yang besar.
Penelitian ini bertujuan untuk menemukan rumusan arahan pengembangan partisipasi masyarakat sebagai bentuk mencegah adanya peningkatan kriminalitas. Metode analisis yang digunakan dalam penelitian ini meliputi analisis delphi, analisis isi, dan analisis triangulasi. Analisis delphi dilakukan melalui in-depth interview pada tujuh stakeholder yang memiliki kapasitas dan pengetahuan terkait kejahatan di wilayah penelitian. Analisis delphi sebagai tahap awal untuk mengetahui faktor-faktor yang berpengaruh terhadap peningkatan kriminalitas. Selanjutnya, bentuk partisipasi masyarakat ditelaah melalui analisis isi. Tahap terakhir, digunakan analisis triangulasi untuk merumuskan arahan pengembangan partisipasi masyarakat yang tepat.
Hasil dari penelitian ini menemukan rumusan arahan pengembangan partisipasi masyarakat Kelurahan Keputih melalui potensi kepekaan dan kesadaran masyarakat dalam bergotong royong dan berpatroli menjaga keamanan, penguatan kapasitas masyarakat dalam aspek sosial, tambahan dukungan fasilitas keamanan oleh pemerintah dan pihak ketiga, serta pemanfaatan ruang terbuka oleh komunitas setempat sebagai ruang interaksi antar masyarakat.

In its development, urban communities are faced with many social and spatial problems such as crime. Keputih Village in Surabaya City is one of the areas with quite a lot of crime cases. It is known in previous research that the Kelurahan Keputih area is affected by the “studentification” effect, which is an area that is socially affected by the shifting culture, habits, and new behaviors brought by immigrants. On the other hand, the residents of Kelurahan Keputih have great potential for community participation.
This research aims to find the formulation of directions for developing community participation as a form of preventing an increase in crime. The analytical methods used in this research include delphi analysis, content analysis, and triangulation analysis. Delphi analysis was conducted through in-depth interviews with seven stakeholders who have the capacity and knowledge related to crime in the study area. Delphi analysis was used as an initial stage to determine the factors that influence the increase in crime. Furthermore, forms of community participation were examined through content analysis. Finally, triangulation analysis was used to formulate appropriate directions for developing community participation.
The results of this research found the formulation of directions for developing community participation in Keputih Village through the potential for community sensitivity and awareness in working together and patrolling to maintain security, strengthening community capacity in social aspects, additional support for security facilities by the government and third parties, and utilization of open space by the local community as a space for interaction between communities.
