Abstract

Smart mobility merupakan salah satu dimensi dari smart city yang merupakan sebuah pendekatan cerdas dalam mengatasi permasalahan transportasi dan sistem mobilitas masyarakat. Smart mobility menjadi hal yang cukup krusial dalam smart city karena berdampak cukup besar terhadap kualitas hidup masyarakat. Salah satu penerapan smart mobility adalah pada transportasi publik. Kota Surabaya terus berupaya meningkatkan moda transportasi publik dengan penyediaan layanan bus yaitu Suroboyo Bus dan Trans Semanggi Suroboyo sebagai upaya untuk mengatasi permasalahan transportasi dan mobilitas masyarakat, namun pada faktanya layanan transportasi publik tersebut masih belum optimal dalam mengatasi permasalahan tersebut. Maka dari itu, penelitian ini bermaksud untuk menilai sejauh mana terpenuhinya kriteria smart mobility pada Suroboyo Bus dan Trans Semanggi Suroboyo sebagai upaya menciptakan moda transportasi publik yang dapat mengatasi permasalahan transportasi dan mobilitas yang akan berdampak pada peningkatan kualitas hidup masyarakat Kota Surabaya. Dalam mencapai tujuan tersebut, metode penelitian yang digunakan dalam penelitian ini adalah analisis Delphi pada expert guna memvalidasi kriteria yang berpengaruh dalam penilaian smart mobility pada Suroboyo Bus dan Trans Semanggi Suroboyo dan analisis service quality yang digunakan dalam penilaian smart mobility berdasarkan persepsi pengguna. Hasil penelitian menghasilkan 17 kriteria yang terbagi menjadi 6 indikator, yaitu efisiensi, aksesibilitas, keberlanjutan, keamanan, kenyamanan, dan TIK. Kriteria smart mobility tersebut kemudian dinilai oleh pengguna menggunakan analisis service quality yang menghasilkan nilai gap sebesar -0,95 yang termasuk dalam kategori sedang. Terdapat 5 kriteria yang dianggap penting namun belum mampu dirasakan kinerjanya oleh pengguna, diantaranya yaitu waktu tunggu, jadwal, akses menuju halte/bus stop, ketersediaan informasi real time, dan ketersediaan informasi jadwal melalui aplikasi. Hal ini menunjukkan perlu adanya peningkatan pada kriteria- kriteria tersebut sehingga dapat dijadikan upaya untuk menciptakan transportasi publik yang dapat mengatasi permasalahan transportasi dan mobilitas yang pada akhirnya akan meningkatkan kualitas hidup masyarakat Kota Surabaya.

Smart mobility is one of the dimensions of smart city, which is a smart approach in overcoming transportation problems and community mobility systems. Smart mobility is quite crucial in smart cities because it has a significant impact on the quality of life of the community. One of the applications of smart mobility is in public transportation. Surabaya City continues to improve public transportation modes by providing bus services, namely Suroboyo Bus and Trans Semanggi Suroboyo as an effort to overcome transportation and community mobility problems, but in fact these public transportation services are still not optimal in overcoming these problems. Therefore, this study intends to assess the extent to which the smart mobility criteria are met in Suroboyo Bus and Trans Semanggi Suroboyo as an effort to create a mode of public transportation that can overcome transportation and mobility problems that will have an impact on improving the quality of life of the people of Surabaya City. The research method used in this study is Delphi analysis on experts to validate the criteria that influence the assessment of smart mobility on Suroboyo Bus and Trans Semanggi Suroboyo and service quality analysis used in assessment of smart mobility based on user perceptions. The research resulted in 17 criteria divided into 6 indicators, namely efficiency, accessibility, sustainability, safety, comfort, and ICT. The smart mobility criteria were then assessed by users using service quality analysis which resulted in a gap value of -0.95, which means that the existing condition of smart mobility on Suroboyo Bus and Trans Semanggi Suroboyo has not been able to meet user expectations. There are 5 criteria that are considered important but have not been able to be felt by users, including waiting time, schedule, access to bus stops, availability of real time information, and availability of schedule information through the application. This shows the need for improvement in these criteria so that it can be used as an effort to create public transportation that can overcome transportation and mobility problems which will ultimately improve the quality of life of the people of Surabaya City.
