Abstract
Transportasi merupakan penyumbang emisi gas rumah kaca terbesar dan polusi udara yang menyebabkan perubahan iklim global. Polusi udara terutama berdampak pada penduduk di daerah perkotaan besar, di mana emisi dari jalan raya menjadi penyumbang terbesar terhadap penurunan kualitas udara. Untuk mengatasi hal tersebut, Pemerintah Indonesia mengeluarkan peraturan mengenai Percepatan Program Kendaraan Bermotor Listrik Berbasis Baterai (Battery Electric Vehicle) untuk Transportasi Listrik untuk mendorong penggunaan kendaraan listrik di Indonesia. Kota Denpasar menjadi salah satu daerah yang ditetapkan sebagai kawasan rendah emisi dalam Rencana Aksi Daerah Percepatan Kendaraan Bermotor Listrik Berbasis Baterai Provinsi Bali 2022—2026. Penelitian ini merupakan penelitian campuran kualitatif-kuantitatif. Data yang digunakan dalam penelitian adalah data primer yang diperoleh melalui observasi dan penyebaran kuesioner serta data sekunder yang diperoleh melalui studi literatur dan inventarisasi data instansi. Perolehan data kemudian diolah menggunakan analisis Delphi dan analisis AHP (Analytical Hierarchy Process). Hasil temuan penelitian ini didapatkan delapan variabel yang berpengaruh terhadap penentuan lokasi optimal SPKLU. Satu variabel merupakan variabel wajib yang tidak diikutsertakan dalam analisis Delphi namun tetap melalui tahap analisis AHP, yaitu aksesibilitas terhadap jalan, dan tujuh variabel lainnya menurut para ahli, yaitu jaringan listrik, tempat parkir, integrasi terhadap fasilitas lain, hambatan lokasi, jarak dari permukiman, kepadatan penduduk, dan lokasi potensial. Bobot hasil AHP variabel-variabel tersebut kemudian dijadikan masukan untuk analisis menggunakan Weighted Sum untuk memperoleh visualisasi rekomendasi lokasi optimal SPKLU untuk kendaraan mobil pribadi di Kota Denpasar. Nilai lokasi yang termasuk kategori direkomendasikan berkisar antara 0,7–0,97 yang meliputi 88 lokasi potensial.

Transportation is the largest contributor to greenhouse gas emissions and air pollution that cause global climate change. Air pollution particularly impacts residents in large urban areas, where emissions from roadways are the largest contributor to air quality degradation. To address this, the Government of Indonesia issued a regulation regarding the Acceleration of Battery Electric Vehicle Program for Electric Transportation to encourage the use of electric vehicles in Indonesia. Denpasar City is one of the areas designated as a low emission area in the Regional Action Plan for the Acceleration of Battery-Based Electric Vehicles in Bali Province 2022-2026. This research is a qualitative-quantitative mixed research. The data used in the research are primary data obtained through observation and questionnaire distribution and secondary data obtained through literature studies and agency data inventory. The data obtained was then processed using Delphi analysis and AHP (Analytical Hierarchy Process) analysis. The findings of this study found eight variables that influence the determination of the optimal location of SPKLU. One variable is a mandatory variable, namely accessibility to roads and the other seven variables are according to experts, electricity networks, parking lots, integration with other facilities, location constraint, distance from settlements, population density, and potential locations. The weight of the AHP results of these variables was then used as input for analysis using Weighted Sum to obtain a visualization of the optimal location recommendations for SPKLU for private car vehicles in Denpasar City. The value of locations included in the recommended category ranges from 0.7-0.97 which includes 88 potential locations.
