Abstract
Pemerintah Kota Surabaya berupaya menyediakan berbagai pilihan moda transportasi umum untuk melayani mobilitas masyarakat seperti Suroboyo Bus, Trans Semanggi, Wira-Wiri Suroboyo, dan Trans Jatim yang terintegrasi dalam satu platform yakni Aplikasi GOBIS (Golek Bis) yang dilengkapi dengan fitur tracking moda, peta integrasi, poin botol, dan fitur pembayaran yang baru saja di launching dengan menggunakan top-up dan scan QR code. Maka, dapat dikatakan bahwa aplikasi GOBIS mengadopsi konsep Mobility as a Service (MaaS). Namun, pemanfaatan Aplikasi GOBIS belum bisa dirasakan oleh seluruh kalangan dikarenakan masyarakat lansia dan kalangan menengah kebawah yang masih gagap teknologi merasa kurang familiar dan kesulitan dalam mengakses aplikasi tersebut. Masyarakat penyandang disabilitas netra juga tidak dapat mengakses fitur tracking moda karena tidak terbaca oleh aplikasi pembaca layar. Selain itu, dari sisi layanan transportasi umum secara fisik juga terdapat beberapa fasilitas yang kurang aksesibel bagi lansia dan penyandang disabilitas sehingga menjadi penghambat mereka dalam menggunakan layanan transportasi umum. Oleh karena itu, penelitian ini bertujuan untuk mengevaluasi mengenai transportasi umum berbasis Mobility as a Service (MaaS) yang inklusif di Kota Surabaya terhadap kelompok marginal.
Metode analisis yang digunakan adalah metode analisis Delphi untuk menentukan variabel dan indikator penelitian sesuai dengan persepsi masing-masing stakholder Dinas Perhubungan, Komunitas Mata Hati, Komunitas Lansia Sejahtera, dan akademisi. Kemudian, dilanjutkan dengan penyebaran kuesioner kepada 107 responden dan penyebaran kuesioner Analytical Hierarchy Process (AHP) kepada para stakeholder terpilih sebelumnya. Lalu, hasil dari analisis sebelumnya dilakukan perhitungan menggunakan framework Mobility as a Service Inclusion Index (MaaSINI) untuk mengukur tingkat inklusivitas dari transportasi umum berbasis MaaS berdasarkan aksesibilitas layanan transportasi secara fisik, aksesibilitas platform, aksesibilitas data, dan awareness di Kota Surabaya.
Hasil penelitian menunjukkan bahwa indeks inklusivitas transportasi umum berbasis MaaS terhadap seluruh kelompok marginal di Kota Surabaya secara umum sebesar 57%. Sedangkan, indeks inklusivitas setiap jenis moda sebesar 59% untuk moda Suroboyo Bus terhadap seluruh kelompok marginal, 59% untuk moda Trans Semanggi terhadap seluruh kelompok marginal, 53% untuk moda Wira-Wiri Suroboyo terhadap seluruh kelompok marginal, dan 53% untuk Trans Jatim terhadap seluruh kelompok marginal. Nilai-nilai tersebut menunjukkan jika transportasi umum berbasis MaaS di Kota Surabaya dikatakan belum cukup inklusif. Oleh karena itu, untuk mengoptimalkan tingkat inklusivitas transportasi umum berbasis Mobility as a Service di Kota Surabaya dibutuhkan evaluasi baik dari sisi aksesibilitas layanan secara fisik, aksesibilitas platform, aksesibilitas data, dan awareness.

The Surabaya City Government seeks to provide a wide selection of public transportation modes to serve community mobility such as Suroboyo Bus, Trans Semanggi, Wira-Wiri Suroboyo, and Trans Jatim which are integrated in one platform, namely the GOBIS (Golek Bis) Application which is equipped with mode tracking features, integration maps, bottle points, and payment features that have just been launched using top-ups and QR code scans. So, it can be said that the GOBIS application adopts the concept of Mobility as a Service (MaaS). However, the utilization of the GOBIS application cannot be felt by all groups because the elderly and the lower middle class who are still stuttering technology feel less familiar and have difficulty accessing the application. People with visual disabilities also cannot access the mode tracking feature because it is not read by screen reader applications. In addition, in terms of physical public transportation services, there are also several facilities that are less accessible for the elderly and people with disabilities, which hinders them in using public transportation services. Therefore, this research aims to evaluate inclusive Mobility as a Service (MaaS)-based public transportation in Surabaya City for marginalized groups.
The analysis method used was the Delphi analysis method to determine the research variables and indicators according to the perceptions of each stakeholder of the Transportation Agency, the Mata Hati Community, the Prosperous Elderly Community, and academics. Then, followed by distributing questionnaires to 107 respondents and distributing Analytical Hierarchy Process (AHP) questionnaires to previously selected stakeholders. Then, the results of the previous analysis were calculated using the Mobility as a Service Inclusion Index (MaaSINI) framework to measure the level of inclusiveness of MaaS-based public transportation based on physical transportation service accessibility, platform accessibility, data accessibility, and awareness in Surabaya City.
The results show that the inclusiveness index of MaaS-based public transportation for all vulnerable groups in Surabaya City in general is 57%. Meanwhile, the inclusiveness index of each mode type is 59% for Suroboyo Bus to all marginalized groups, 59% for Trans Semanggi to all marginalized groups, 53% for Wira-Wiri Suroboyo to all marginalized groups, and 53% for Trans Jatim to all marginalized groups. These values indicate that MaaS-based public transportation in Surabaya City is not inclusive enough. Therefore, to optimize the level of inclusiveness of Mobility as a Service-based public transportation in Surabaya City, evaluation is needed in terms of physical service accessibility, platform accessibility, data accessibility, and awareness.
