Abstract

Pada ruas jalan Belimbing Sari - Jabung di Kabupaten Lampung Timur telah dibangun jalan dengan menggunakan konstruksi perkerasan lentur dan perkerasan kaku dengan mengikuti kondisi eksistingnya. Dilihat dari kondisi eksistingnya jalan ini rusak dan berbahaya untuk dilalui pengguna jalan. Hal ini diakibatkan oleh kendaraan besar dengan muatan berlebih yang melalui jalan Belimbing Sari – Jabung di Kabupaten Lampung Timur. Berdasarkan data Satuan Lalu Lintas Polres Lampung Timur, Polda Lampung sejak Januari hingga memasuki akhir bulan Desember 2022, jumlah kecelakaan yang terjadi di wilayah Kabupaten Lampung Timur, Lampung sebanyak 224 kasus karena sering dilalui oleh kendaraan pribadi maupun kendaraan berat dan merupakan jalan utama. Oleh karena itu, diperlukannya perencanaan Sistem Manajemen Keselamatan Konstruksi yang baik pada Proyek Preservasi Jalan Ruas Belimbing Sari – Jabung di Kabupaten Lampung Timur dengan menggunakan metode HIRARC (Hazard Identification Risk Assessment And Risk Control).
Penulisan Tugas Akhir ini bertujuan untuk mengetahui bagaimana cara merencanakan Sistem Manajemen Keselamatan Konstruksi Pada Proyek Preservasi Jalan Ruas Belimbing Sari – Jabung di Kabupaten Lampung TimutKeluaran pada tugas akhir ini berupa dokumen Rencana Keselamatan Konstruksi (RKK) dan Rancangan Anggaran Biaya (RAB) SMKK Proyek Preservasi Jalan Ruas Belimbing Sari – Jabung di Kabupaten Lampung Timur. Dari hasil identifikasi bahaya dan pengendalian risiko di Proyek Preservasi Jalan Ruas Belimbing Sari – Jabung di Kabupaten Lampung Timur didapatkan hasil nilai risiko sebesar 90 kemungkinan risiko yang bisa terjadi yang berdasarkan Permen PUPR No.10 Tahun 2021 berdasarkan perbandingan waktu dengan nilai kontrak masuk ke dalam risiko sedang. Dengan biaya kebutuhan K3 menggunakan Permen PUPR No. 08 Tahun 2023 sebesar Rp247.370.497,44 atau sebesar 1,5 % dari jumlah nilai total proyek.

On the Belimbing Sari - Jabung road section in East Lampung Regency, a road has been built using flexible pavement and rigid pavement construction following the existing conditions. Judging from the existing condition, this road is damaged and dangerous for road users to traverse. This is caused by large, overloaded vehicles passing the Belimbing Sari – Jabung road in East Lampung Regency. Based on data from the East Lampung Police Traffic Unit, Lampung Regional Police from January until the end of December 2022, the number of accidents that occurred in the East Lampung Regency area, Lampung was 310 cases because it was frequently passed by private vehicles and heavy vehicles and was the main road. Therefore, it is necessary to plan a good Construction Safety Management System for the Belimbing Sari - Jabung Road Preservation Project in East Lampung Regency using the HIRARC (Hazard Identification Risk Assessment and Risk Control) method.
The purpose of writing this final assignment is to find out how to plan a Construction Safety Management System for the Belimbing Sari - Jabung Road Section Road Preservation Project in East Lampung Regency. The output of this final assignment is in the form of a Construction Safety Plan (RKK) document and Draft Cost Budget (RAB) for the SMKK Road Preservation Project The Belimbing Sari – Jabung section in East Lampung Regency. From the results of hazard identification and risk control in the Belimbing Sari - Jabung Road Preservation Project in East Lampung Regency, the results showed a risk value of 90 possible risks that could occur based on PUPR Ministerial Decree No. 10 of 2021 based on a comparison of time with the contract value entering the risk currently. With the cost of K3 needs using PUPR Ministerial Regulation No. 08 of 2023 amounting to Rp247.370.497,44 or 1.5 % of the total project value.
