Abstract
PT PLN Unit Pelaksana Transmisi (UPT) Makassar merupakan bagian dari Unit Induk Penyaluran dan Pengatur Beban (UIP3B) Sulawesi yang berfokus pada penyaluran Tenaga Listrik. PLN UPT Makassar pada tahun 2023 membawahi 7 Unit Layanan Transmisi dan Gardu Induk (ULTG). Di antara unit-unit tersebut, ULTG Watampone mencatat kinerja terburuk pada tahun 2023 akibat kegagalan mencapai KPI Transmission Line Outage Duration (TLOD) dan Transmission Line Outage Frequency (TLOF). Pada tahun 2023, ULTG Watampone mengalami 10 kali gangguan, dimana 9 di antaranya merupakan gangguan transmisi, yang mengakibatkan kerugian energi not served (ENS) sebesar 159.870 kWh atau setara dengan kehilangan potensi penjualan tenaga listrik sebesar Rp 262.909.412. Tantangan utama dalam menjaga keandalan jaringan transmisi 150 kV yaitu infrastruktur transmisi yang luas dan kondisi geografis yang beragam. Untuk mengatasi tantangan ini, Saluran Udara Tegangan Tinggi (SUTT) dikelompokkan menggunakan metode clustering k-prototypes, yang menghasilkan dua klaster optimal dengan koefisien silhouette sebesar 0,516. Hasil klaster ini kemudian digabungkan dengan Failure Mode and Effects Analysis (FMEA) untuk mengidentifikasi dan mengevaluasi potensi kegagalan dan dampaknya. Kombinasi dari metode clustering dan analisis FMEA membantu dalam merancang strategi pencegahan gangguan yang lebih tepat dan responsif. Prioritas strategi pencegahan gangguan ditentukan berdasarkan nilai Risk Priority Number (RPN), memastikan tindakan yang lebih fokus dan sesuai kebutuhan pemeliharaan jaringan transmisi 150 kV di PLN ULTG Watampone, dengan tujuan meningkatkan keandalan jaringan transmisi.

PT PLN Transmission Unit (UPT) Makassar, a part of the Sulawesi Load Control and Distribution Unit (UIP3B), focuses on electricity transmission. In 2023, PLN UPT Makassar oversaw 7 Transmission and Substation Service Units (ULTG). Among these units, ULTG Watampone recorded the poorest performance in 2023 due to its failure to meet the Transmission Line Outage Duration (TLOD) and Transmission Line Outage Frequency (TLOF) KPIs. In 2023, ULTG Watampone experienced 10 disruptions, 9 of which were transmission-related, resulting in energy not served (ENS) amounting to 159,870 kWh, equivalent to a potential sales loss of Rp 262,909,412. The main challenges in maintaining the reliability of the 150 kV transmission network include the extensive transmission infrastructure and diverse geographical conditions. To address these challenges, High Voltage Overhead Lines (SUTT) were clustered using the k-prototypes clustering method, resulting in two optimal clusters with a silhouette coefficient of 0.516. The clustering results were then integrated with Failure Mode and Effects Analysis (FMEA) to identify and evaluate potential failures and their impacts. The combination of clustering and FMEA analysis aids in designing more precise and responsive disruption prevention strategies. Disruption prevention strategy priorities were determined based on the Risk Priority Number (RPN), ensuring actions that are more focused and aligned with the maintenance needs of the 150 kV transmission network at PLN ULTG Watampone, with the goal of improving transmission reliability.
