Abstract

TPA Mrican merupakan TPA non regional yang melayani Kabupaten Ponorogo. TPA Mrican sudah beroperasi sejak tahun 1992 menggunakan metode open dumping dengan luas lahan 1,8 hektar. Pertumbuhan penduduk meningkat sebesar 2,19%, berdampak pada peningkatan jumlah produksi sampah, sehingga kondisi TPA Mrican mengalami overload dan mengakibatkan masalah lain seperti pencemaran air lindi, air tanah, dan kesehatan masyarakat. Selain itu, kondisi TPA tidak memadai dan tidak sesuai standar luas lahan yaitu minimal 4 hektar menurut Kementerian Lingkungan Hidup dan Kehutanan (KLHK) dan minimal 17 hektar menurut RTRW Kabupaten Ponorogo Tahun 2012-2032. Perluasan lahan TPA sudah diusahakan, namun terdapat kendala sehingga tidak dapat dilakukan. Sementara dalam isu perubahan substansi RTRW Kabupaten Ponorogo Tahun 2012 - 2032 disebutkan bahwa salah satunya terkait pengelolaan persampahan yaitu penambahan lokasi TPA Sampah.
Penelitian ini terbagi menjadi 4 tahap. Pertama, menentukan faktor-faktor berpengaruh terhadap penentuan lokasi TPA sampah dengan analisi delphi. Kedua, menentukan karkteristik faktor-faktor berpengaruh terhadap penentuan lokasi TPA sampah dengan pembuatan peta faktor. Ketiga, menentukan lokasi alternatif TPA sampah dengan analisis overlay. Keempat, menentukan lokasi potensial TPA sampah dengan analisis deskriptif melalui perbandingan karakteristik faktor dari lokasi alternatif yang ditemukan.
Diperoleh 21 faktor yang berpengaruh terhadap penentuan lokasi TPA, 17 faktor dijelaskan secara spasial dan 4 faktor dijelaskan secara non spasial. Ditemukan 15 lokasi alternatif TPA dan 2 lokasi potensial TPA yang sesuai dengan kriteria. Lokasi terpilih berada di Kecamatan Jenangan dengan luas lahan 59,66 hektar.

TPA Mrican is a non-regional landfill that serves Ponorogo Regency. TPA Mrican has been operating since 1992 using open dumping method with a land area of 1.8 hectares. The population growth increased by 2.19%, impacting an increase in waste production, causing Mrican's TPA condition to be overloaded and resulting in other problems such as contamination of leachate, groundwater, and public health. In addition, the TPA conditions are inadequate and not according the land area standards of at least 4 hectares according to the Indonesian Ministry of Environment and Forestry and at least 17 hectares according to the 2012-2032 Ponorogo RTRW Regional Regulation. The expansion of TPA's land has been undertaken, but there are obstacles, so it cannot be done. Meanwhile, in the issue of changes to the substance of the Ponorogo Regency RTRW for 2012 - 2032, it is stated that one of them is related to waste management, namely the addition of waste landfill locations.
The research is divided into four stages. First, determine the factors influencing the location of the waste landfill using delphi analysis. Second, determine the characteristics of the factors that influence the location with factor mapping. Third, determine alternate location of waste landfills using overlay analysis. Fourth, determine potential location of the waste landfill with descriptive analysis by comparing the characteristic factor of the alternative location found.
There were 21 factors that influenced the location of the TPA, 17 factors explained spatially and 4 factors explained non spatially. There were 15 alternative TPA sites and 2 potential TPA locations matching the criteria were found. The selected location is in Jenangan District with a land area of 59.66 hectares.
