Abstract

Supplier produk e-katalog pemerintah merupakan aktor penting sebagai penyedia barang. Sejak tahun 2023, perubahan sistem e-purchasing pada e-katalog Pemerintah untuk produk farmasi dan alat kesehatan memungkinkan pasar produk e-katalog menjadi semakin kompetitif. Dari studi pendahuluan yang dilakukan di Distributor Farmasi dan Alat Kesehatan (PT DFA), kompetisi terbuka menyebabkan ketidakpastian permintaan yang semakin tinggi sehingga distributor kesulitan untuk membuat perencanaan pesanan. Akibatnya leadtime pemenuhan pesanan semakin lama dan meningkatkan resiko denda bagi distributor. Dampak terberat adalah untuk memenangkan kompetisi, biaya marketing dan penjualan semakin tinggi sehingga margin distributor menjadi semakin kecil. Penelitian ini bertujuan mengidentifikasi kriteria dan sub kriteria yang tepat terkait seleksi dan evaluasi kinerja supplier, serta menentukan bobotnya dengan menggunakan metode Analytical Hierarchy Process (AHP) yang dipadukan dengan Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). Dalam identifikasi dan penentuan kriteria serta sub kriteria digunakan metode Focus Group Discussion (FGD) para expert. AHP digunakan untuk menyusun masalah keputusan dan menentukan bobot kriteria, sedangkan TOPSIS digunakan untuk menentukan peringkat supplier berdasarkan kinerja mereka terhadap kriteria tersebut. Hasil penelitian menunjukkan kriteria utama dalam seleksi dan evaluasi supplier paling utama adalah kriteria Service Level dan diikuti dengan kriteria Sales, Performa Keuangan, Sistem Komunikasi dan Pengembangan Supplier. Dari kriteria utama tersebut, diturunkan beberapa subkriteria yang diurutkan dari subkriteria dengan bobot tertinggi adalah Order Fulfillment (bobot 0,1241), Harga Pokok Penjualan (bobot 0,1133), Leadtime Pelayanan Pesanan (bobot 0,1081), Transparansi Harga (bobot 0,0884), Pertumbuhan Sales (bobot 0,0848), Komitmen Approval Id Paket (bobot 0,0771), Hubungan Timbal Balik (bobot 0,0668), Fleksibilitas (bobot 0,0646), Layanan Pengaduan (bobot 0,0618), Kebijakan Persediaan (bobot 0,0597), Jumlah Produk Tayang E-Katalog (bobot 0,0597), Inovasi (bobot 0,0471), dan Transfer Data (bobot 0,0445). Dari bobot tersebut, maka didapatkan nilai preferensi prioritas tertinggi dalam seleksi dan evaluasi supplier adalah supplier EBI, DVL, KAL, MMP, SRU, dan prioritas terendahnya adalah KHW, SSP, AM, BAH and RE.

The government e-catalog product supplier is an important actor as a provider of goods. Starting in 2023, changes to the e-purchasing system in the Government's e-catalog for pharmaceutical products and medical devices will enable all suppliers to register their products to register in the e-catalog and regulate prices independently so that the e-catalog product market becomes increasingly competitive. From a preliminary study conducted at the Pharmaceutical and Medical Device Distributor (PT DFA), open competition causes higher demand uncertainty, making it difficult for distributors to plan orders. As a result, the lead time for order fulfillment becomes longer and increases the risk of fines for distributors. The hardest impact is to win the competition, marketing and sales costs are getting higher so distributor margins are getting smaller. This research aims to identify appropriate criteria and sub-criteria related to selection and evaluation of supplier performance, as well as determining their weight using the Analytical Hierarchy Process (AHP) method combined with the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). In identifying and determining criteria and sub-criteria, the Focus Group Discussion (FGD) method of experts was used. AHP is used to structure the decision problem and determine criteria weights, while TOPSIS is used to rank supplier based on their performance against the criteria. The research results show that the main criteria in supplier selection and evaluation are the Service Level, followed by the Sales, Financial Performance, Communication Systems and Supplier Development. From these main criteria, several sub-criteria were derived which are sorted from the sub-criteria with the highest weight, namely Order Fulfillment (weight 0.1241), Cost of Goods Sold (weight 0.1133), Order Service Leadtime (weight 0.1081), Price Transparency (weight 0 .0884), Sales Growth (weight 0.0848), Package Id Approval Commitment (weight 0.0771), Reciprocity (weight 0.0668), Flexibility (weight 0.0646), Complaint Service (weight 0.0618) , Inventory Policy (weight 0.0597), Number of E-Catalog Display Products (weight 0.0597), and Innovation (weight 0.0471), Data Transfer (weight 0,0445). From these weights, the highest priority preference values in supplier selection and evaluation are EBI, DVL, KAL, MMP, SRU, and the lowest priority are KHW, SSP, AM, BAH and RE.
