Abstract
Kota Pasuruan merupakan salah satu bagian dari wilayah Provinsi Jawa Timur. Terletak di kawasan strategis yang menghubungkan kawasan regional Surabaya – Malang – Probolinggo, membuat Kota Pasuruan memiliki prospek perekonomian yang besar khususnya di bidang perdagangan, perindustrian dan jasa. Oleh karena itu, arus distribusi barang dan jasa yang melintasi kota ini cukup padat dan banyak kendaraan bermuatan berat yang melintas. Hal tersebut menjadikan jalur ini sebagai wilayah rawan kecelakaan dan kemacetan. Sehubungan dengan permasalahan dan kebutuhan tersebut, maka Pemerintah Kota Pasuruan berencana membangun Jalan Lingkar Utara sebagai jalur baru.
Perencanaan geometrik dilakukan dengan mengacu pada Pedoman Desain Geometrik Jalan No. 13/P/BM/2021. Pada perencanaan tebal perkerasan lentur menggunakan Pedoman Manual Desain Perkerasan Jalan No. 03/M/BM/2024. Perencanaan drainase mengacu pada peraturan Pd. T-2-2006-B tentang Perencanaan Sistem Drainase Jalan. Perhitungan anggaran biaya menggunakan Analisa Harga Satuan Pekerjaan Kota Pasuruan tahun 2023.
Hasil dari penelitian ini menghasilkan estimasi panjang jalan sebesar 9,220 km dengan kecepatan rencana 40 km/jam. Jalan tersebut direncanakan memiliki 9 tikungan, yang terdiri dari 4 tikungan tipe F-C dan 5 tikungan tipe S-S. Selain itu, didapatkan jumlah alinyemen vertikal sebanyak 19. Kebutuhan tebal lapisan perkerasan meliputi 21,5 cm untuk lapisan permukaan menggunakan bahan laston, 20 cm untuk LFA Kelas A, 15 cm untuk LFA Kelas B, dan 20 cm untuk LFA Kelas C. Anggaran biaya yang diperlukan untuk pembangunan Jalan Lingkar Utara Kota Pasuruan diperkirakan sebesar Rp 258.025.149.000,00.

The city of Pasuruan is a part of the province of East Java. Located in the strategic area that connects the regional areas of Surabaya – Malang – Probolinggo, makes the City of Pasuruan have great economic prospects especially in the fields of trade, industry and services. Therefore, the flow of distribution of goods and services across the city is quite dense and a lot of heavy-duty vehicles are passing through. That makes this route a zone vulnerable to accidents and congestion. In connection with these problems and needs, the Government of Pasuruan City is planning to build the North Ring Road as a new route.
The geometric design planning is based on the Geometric Road Design Guidelines No. 13/P/BM/2021. The flexible pavement thickness design follows the Pavement Design Manual Guidelines No. 03/M/BM/2024. The drainage planning adheres to regulation Pd. T-2-2006-B on Road Drainage System Planning. The budget estimation is calculated using the 2023 Unit Price Analysis of Pasuruan City.
The research results estimate a road length of 9,220 km with a planned speed of 40 km/h. The road is designed to include 9 curves, consisting of 4 F-C type curves and 5 S-S type curves. Additionally, 19 vertical alignments were identified. The required pavement layer thickness includes 21,5 cm for the surface layer using asphalt concrete, 20 cm for LFA Class A, 15 cm for LFA Class B, and 20 cm for LFA Class C. The budget cost required for the construction of the North Ring Road of Pasuruan City is estimated at Rp 258.025.149.000,00.
