Abstract
Pengembangan wilayah bertujuan untuk mendorong pertumbuhan daerah sesuai dengan tingkat perkembangan yang diinginkan melalui optimalisasi sumber daya lokal. Kecamatan Bumiaji di Kota Batu, yang merupakan salah satu sentra produksi apel terbesar di Provinsi Jawa Timur, menghadapi tantangan serius berupa penurunan produksi dan luas lahan pertanian apel. Sebagai alternatif untuk mengatasi masalah tersebut, penelitian ini bertujuan merumuskan strategi pengembangan industri pengolahan apel melalui pendekatan One Village One Product (OVOP) di Kecamatan Bumiaji, Kota Batu. Metode penelitian yang digunakan meliputi content analysis untuk mengidentifikasi karakteristik industri, analisis lingkungan internal dan eksternal, serta analisis SWOT untuk merumuskan strategi pengembangan. Hasil penelitian menunjukkan bahwa industri pengolahan apel di Kecamatan Bumiaji memiliki peran penting dalam ekonomi lokal dan pemberdayaan komunitas, dengan kekuatan pada kualitas dan diversifikasi produk. Namun, terdapat kelemahan seperti kapasitas produksi yang terbatas dan fluktuasi harga bahan baku. Peluang yang dapat dimanfaatkan termasuk dukungan dari pihak eksternal dan perkembangan sektor pariwisata, sementara ancaman yang dihadapi meliputi rendahnya perhatian terhadap produktivitas apel dan persaingan dari daerah lain. Kemudian, dirumuskan 11 strategi alternatif, dengan prioritas utama yang berfokus pada inovasi berkelanjutan, peningkatan kualitas produk, dan strategi pemasaran yang efektif. Implementasi strategi ini diharapkan dapat mendorong pengembangan industri pengolahan apel di Kecamatan Bumiaji untuk memberikan kontribusi positif terhadap ekonomi lokal, meningkatkan kesejahteraan masyarakat, serta mempertahankan apel sebagai komoditas khas Kota Batu.

Regional development aims to foster regional growth in accordance with the desired level of progress through the optimization of local resources. Bumiaji District in Batu City, one of the largest apple production centers in East Java Province, faces serious challenges such as declining production and shrinking apple farmland. As an alternative to address these issues, this research aims to formulate a development strategy for the apple processing industry using the One Village One Product (OVOP) approach in Bumiaji District, Batu City. The research methods employed include content analysis to identify industry characteristics, internal and external environmental analysis, and SWOT analysis to formulate development strategies. The research findings indicate that the apple processing industry in Bumiaji District plays a significant role in the local economy and community empowerment, with strengths in product quality and diversification. However, there are weaknesses such as limited production capacity and fluctuating raw material prices. Opportunities that can be leveraged include external support and the development of the tourism sector, while threats faced include low attention to apple productivity and competition from other regions. Subsequently, 11 alternative strategies were formulated, with the main priorities focusing on sustainable innovation, improving product quality, and effective marketing strategies. The implementation of these strategies is expected to promote the development of the apple processing industry in Bumiaji District, contribute positively to the local economy, enhance community welfare, and maintain apples as a distinctive commodity of Batu City.
