Abstract
Salah satu proyek yang menjadi fokus perhatian adalah Pembangunan Proyek Jalan Tol Probolinggo – Banyuwangi Paket 1 yang menyambungkan antara Probolinggo dan Kraksaan (12,88 Km). Berdasarkan data Badan Penyelenggara Jaminan Sosial Ketenagakerjaan (BPJAMSOSTEK), sepanjang tahun 2022, telah terjadi kecelakaan kerja sebanyak 180 ribu kasus kecelakaan kerja dengan tingkat kesembuhan sebesar 26%, tingkat kecacatan 3% dan kemudian kecelakaan yang menyebabkan kematian sebesar 3%. Sedangkan menurut data Komite Keselamatan Konstruksi (Komite K2) dari tahun 2017 – 2022 kecelakaan di lokasi konstruksi jalan tol menempati posisi terbesar sebanyak 22 kasus. Salah satu kecelakan pada proyek jalan tol yaitu Pekerja Proyek Jalan Tol Cijago Tertimpa Longsoran Tanah, Cinere (Senin, 21 Maret 2022).
Penelitian ini bertujuan untuk merencanakan Sistem Manajemen Keselamatan Kontruksi (SMKK) pada Proyek Pembangunan Tol Probolinggo – Banyuwangi zona 1 - 2 Paket 1 STA -3+881 s/d STA 4+500 (Gending – Suko). Dalam penyusunan Proyek Akhir Perencanaan SMKK ini menggunakan metode HIRARC (Hazard Identification Risk Assessment Risk Control) untuk mengidentifikasi bahaya dan risiko yang terdapat pada item pekerjaan proyek ini. Serta merencakan Rencana Anggaran Biaya (RAB) untuk perencanaan SMKK yang mengacu pada Permen PUPR No. 8 Tahun 2023.
Hasil Analisa risiko bahaya seluruh pekerjaan pada proyek Tol Probowangi Paket 1 Zona 1 – 2, terdapat 213 kemungkinan risiko bahaya dimana 54 termasuk risiko rendah, 140 risiko sedang, dan 19 risiko tinggi. Dengan tingkat risiko proyek menurut Permen PUPR No. 10 Tahun 2021 berdasarkan perbandingan waktu dengan nilai kontrak masuk kedalam risiko tinggi. Rencana anggaran biaya SMKK menggunakan Permen PUPR No. 8 Tahun 2023 adalah sebesar Rp10.317.000.000 (Sepuluh miliar tiga ratus tujuh belas juta rupiah). Dengan nilai kontrak proyek Rp. 838.372.010.227 (Delapan ratus tiga puluh delapan miliar tiga ratus tujuh puluh dua juta sepuluh ribu dua ratus dua puluh tujuh rupiah). Maka presentase nilai rencana anggaran biaya SMKK dari kontrak proyek yang ditinjau yaitu sebesar 1,23%.

One of the projects that has become a focal point is the construction of the Probolinggo – Banyuwangi Toll Road Package 1, connecting Probolinggo and Kraksaan (12.88 km). According to data from the Social Security Administration Agency for Employment (BPJAMSOSTEK), throughout 2022, there were 180,000 work accidents, with a recovery rate of 26%, a disability rate of 3%, and fatalities accounting for 3% of the accidents. Meanwhile, data from the Construction Safety Committee (Komite K2) from 2017 to 2022 shows that construction accidents on toll road projects hold the highest position, with 22 cases. One of the accidents on the toll road project was a landslide that buried workers on the Cijago Toll Road Project in Cinere (Monday, March 21, 2022).
This research aims to plan a Construction Safety Management System (CSMS) for the Probolinggo – Banyuwangi Toll Road Project, zone 1 - 2, Package 1 STA -3+881 to STA 4+500 (Gending – Suko). The Final Project Planning for the CSMS employs the HIRARC method (Hazard Identification Risk Assessment Risk Control) to identify hazards and risks in the project work items. Additionally, it plans the Budget Plan (RAB) for the CSMS, referring to Permen PUPR No. 8 of 2023.
The risk analysis results for all work on the Probowangi Toll Road Package 1 Zone 1 - 2 project identified 213 potential hazards, of which 54 are low risk, 140 are medium risk, and 19 are high risk. According to Permen PUPR No. 10 of 2021, based on the time comparison with the contract value, the project falls into the high-risk category. The budget plan for the CSMS, referring to Permen PUPR No. 8 of 2023, is IDR 10.317.000.000 (Ten billion three hundred seventeen million rupiahs). With the project contract value at IDR 838,372,010,227 (Eight hundred thirty-eight billion three hundred seventy-two million ten thousand two hundred twenty-seven rupiah), the percentage of the CSMS budget from the project contract value is 1.23%
