Abstract

Proyek Pembangunan Jalan Tol IKN Segmen KKT Kariangau – Sp. Tempadung merupakan bagian penting dari serangkaian upaya pemerintah dalam meningkatkan infrastruktur dan konektivitas menuju Ibu Kota Nusantara (IKN). Namun dalam setiap proyek pembangunan infrastruktur besar terdapat berbagai risiko yang perlu diidentifikasi dan dikelola dengan cermat. Risiko rantai pasok mendapat perhatian khusus dari manajemen PT Wijaya Karya (Persero) Tbk (WIKA) pada proyek tersebut. Alasan utamanya adalah ketergantungan proyek pada bahan baku dan sumber daya yang dikirim dari luar pulau, hal tersebut menambah kompleksitas dalam alur pengadaan sumberdaya material dan kerentanan terhadap fluktuasi pasar, kelangkaan bahan, dan potensi peningkatan biaya yang signifikan.
Penelitian ini bertujuan mengidentifikasi, pengukuran serta formulasi strategi dalam mengelola risiko terkait rantai pasok. Dengan pendekatan metodologi House of Risk (HOR) dalam Proyek Pembangunan Jalan Tol IKN Segmen KKT Kariangau – Sp. Tempadung mewakili langkah strategis dalam meningkatkan praktik pengelolaan risiko, khususnya dalam konteks risiko rantai pasok. Variabel risiko diidentifikasi dari kajian literatur yang divalidasi dengan focus Group Discusion (FGD) dari manajemen proyek. Kemudian dari hasil pendekatan metode House of Risk dirumuskan dalam suatu strategi mitigasi risiko rantai pasok yang komprehensif
Dari hasil penelitian ini dapat mengidentifikasi 24 kejadian risiko (risk event) dan 24 penyebab risiko (risk agent). Melalui analisis HOR fase 1, teridentifikasi 3 risk agent utama yang memiliki potensi risiko tertinggi, yaitu fluktuasi pasar dan peningkatan permintaan (A2), ketergantungan pada sumber luar pulau (A1), dan kapasitas produksi pemasok yang terbatas (A3).
Analisis HOR fase 2 menghasilkan enam tindakan mitigasi (preventive action) untuk mengatasi ketiga risk agent tersebut. Hasil analisis menunjukkan bahwa tindakan mitigasi yang paling efektif dan relatif mudah diterapkan adalah pemantauan kinerja pemasok secara rutin (PA4). Tindakan ini melibatkan pengembangan sistem penilaian yang terukur, audit berkala, dan komunikasi transparan dengan pemasok.

Tempadung Segment is an important part of government efforts to improve infrastructure and connectivity to the Indonesian Capital City (IKN). However, in every large infrastructure development project there are various risks that need to be identified and managed carefully. Due to large amount materials and resources shipped from outside the island, which adds complexity to the flow of material resurces procurement and vurnerability to market fluctuations, materials shortage, and the potential for sicnificant cost increases, supply chain risk are considered essential for the contractor management.
This study aims to identify, measure and formulate strategies in managing supply chain-related risks. With the House of Risk (HOR) methodology approach in the IKN Toll Road Development Project Segment KKT Kariangau – Sp. Tempadung represents a strategic step in improving risk management practices, especially in the context of supply chain risk. Risk variables are identified from a literature review validated by a Focus Group Discussion (FGD) from project management. Then, from the results of the House of Risk method approach, a comprehensive supply chain risk mitigation strategy is formulated
From the results of this study, 24 risk events and 24 risk agents can be identified. Through the HOR phase 1 analysis, 3 main risk agents were identified that have the highest risk potential, namely market fluctuations and increased demand (A2), dependence on sources outside the island (A1), and limited supplier production capacity (A3).
The HOR phase 2 analysis resulted in 6 mitigation actions (preventive actions) to address 3 risk agents. The results of the analysis show that the most effective and relatively easy-to-implement mitigation action is routine supplier performance monitoring (PA4). This action involves the development of a measurable assessment system, periodic audits, and transparent communication with suppliers.
