Abstract

Transportation networks expanded with urban development, presenting challenges for sustainability. Jabodebek LRT started to operate on August 28, 2023. In its first week of operation, Jabodebek LRT faced several barriers from people with disability. To achieve social sustainability, transportation services must focus on accessibility and equity. The first objective of this study is to identify the barriers and needs of people with disability in using Jabodebek LRT. Ensuring social equity involves establishing enforceable standards to prevent transportation policies from disproportionately harming disadvantaged groups. The second objective is to examine the service quality of Jabodebek LRT against the implementation of Minimum Service Standard (Ministry of Transportation Regulation No. 63 of 2019) have also fulfilled the needs of people with disability. Finally, the study aims to develop future directions for improving Jabodebek LRT services to achieve social equity for individuals with disabilities. Content analysis was conducted based on respondents' explanations of the barriers and needs of people with disabilities using Jabodebek LRT. Observations were made at Harjamukti, Bekasi Barat, Cawang, and Dukuh Atas stations, as well as on platforms and inside the train, to examine the gap analysis in relation to these barriers and needs. A plus-delta analysis of Jabodebek LRT's service quality was performed to identify key focus areas for this research. Descriptive qualitative analysis was then used to validate the findings against the barriers and needs of people with disabilities, relevant theories, policies, and best practices, to develop appropriate strategies for Jabodebek LRT to achieve social equity for people with disabilities. The Jabodebek LRT service meets the criteria for three out of 12 sub-variables regarding the barriers and needs of people with disabilities: service frequency, crowding on board, and priority seats. To achieve social equity for people with disabilities, strategies should focus on improving the remaining sub-variables. These strategies may include enhancing accessibility features on tactile and audio, providing comprehensive staff training, implementing better information systems, and ensuring the availability and proper use of assistive devices and facilities.

Jaringan transportasi berkembang seiring dengan perkembangan kota, menimbulkan tantangan untuk keberlanjutan. LRT Jabodebek mulai beroperasi pada tanggal 28 Agustus 2023. Dalam minggu pertama operasinya, LRT Jabodebek menghadapi beberapa hambatan dari penyandang disabilitas. Untuk mencapai keberlanjutan sosial, layanan transportasi harus fokus pada aksesibilitas dan kesetaraan. Tujuan pertama dari penelitian ini adalah untuk mengidentifikasi hambatan dan kebutuhan penyandang disabilitas dalam menggunakan LRT Jabodebek. Memastikan kesetaraan sosial melibatkan penetapan standar yang dapat ditegakkan untuk mencegah kebijakan transportasi merugikan kelompok yang kurang beruntung secara tidak proporsional. Tujuan kedua adalah untuk menilai sejauh mana kualitas layanan LRT Jabodebek terhadap pelaksanaan Standar Pelayanan Minimum (Peraturan Kementerian Perhubungan No. 63 Tahun 2019) juga telah memenuhi kebutuhan penyandang disabilitas. Selanjutnya, penelitian ini bertujuan untuk mengembangkan arahan dalam meningkatkan layanan LRT Jabodebek untuk mencapai kesetaraan sosial bagi penyandang disabilitas. Analisis konten dilakukan berdasarkan penjelasan responden tentang hambatan dan kebutuhan penyandang disabilitas menggunakan LRT Jabodebek. Observasi dilakukan di stasiun Harjamukti, Bekasi Barat, Cawang, dan Dukuh Atas, serta di peron dan dalam kereta, untuk menilai analisis kesenjangan terkait hambatan dan kebutuhan tersebut. Analisis plus-delta terhadap kualitas layanan LRT Jabodebek dilakukan untuk mengidentifikasi area fokus utama untuk penelitian ini. Analisis deskriptif kualitatif kemudian digunakan untuk memvalidasi temuan terhadap hambatan dan kebutuhan penyandang disabilitas, teori relevan, kebijakan, dan praktik terbaik, untuk mengembangkan strategi yang sesuai bagi LRT Jabodebek untuk mencapai kesetaraan sosial bagi penyandang disabilitas. Layanan LRT Jabodebek memenuhi kriteria untuk tiga dari 12 sub-variabel; frekuensi layanan, kepadatan di dalam kereta, dan kursi prioritas. Untuk mencapai kesetaraan sosial bagi penyandang disabilitas, strategi harus fokus pada peningkatan sub-variabel yang tersisa. Strategi tersebut dapat mencakup peningkatan fitur aksesibilitas pada sentuhan dan audio, penyediaan pelatihan staf yang komprehensif, implementasi sistem informasi yang lebih baik, serta memastikan ketersediaan dan penggunaan yang tepat dari perangkat dan fasilitas bantu.
