Abstract

Pada tahun 2023, industrialisasi hijau menjadi salah satu strategi Indonesia untuk mengurangi krisis iklim, terutama yang disebabkan oleh industri manufaktur, termasuk industri alas kaki. Produksi, konsumsi, dan ekspor alas kaki yang tinggi dibuktikan dengan peringkat Indonesia di antara 4 besar dunia dalam 5 tahun terakhir. Hal ini berbanding lurus dengan meningkatnya tekanan untuk mengurangi dampak lingkungan. Kementerian Perindustrian, melalui Badan Standardisasi dan Kebijakan Jasa Industri (BSKJI), telah mengamanahkan kebijakan 'Industri Hijau' untuk mengupayakan lingkungan yang lebih berkelanjutan dan mengembangkan pedoman pengukurannya. Namun, penerapan kebijakan 'Industri Hijau', terutama di industri kecil, masih menghadapi tantangan.

Penelitian ini menggunakan metode kualitatif dengan mengadopsi langkah awal dari design thinking dalam kerangka kerja double diamond untuk mengidentifikasi kondisi dan model perilaku industri kecil alas kaki di Indonesia dalam mengimplementasikan kebijakan Industri Hijau. Fokus penelitian ini berada pada tahap discover dan define dengan menggunakan teknik in-depth interview terhadap 9 industri kecil alas kaki di Indonesia. Hasil penelitian dianalisis menggunakan alat analisis seperti persona map dan profil industri, empathy map, industry journey map, serta analisis tematik.

Temuan dari penelitian ini mengkategorikan industri kecil alas kaki ke dalam tiga kluster: green enthusiasts, pragmatic greens, dan conventional. Selain itu, hasil analisis tematik membentuk model perilaku industri kecil alas kaki dalam konteks penerapan 'Industri Hijau' pada aspek proses produksi di industri alas kaki Indonesia.

In 2023, green industrialization became one of Indonesia's strategies to mitigate the climate crisis, especially those caused by the manufacturing industry, including the footwear industry. The high production, consumption, and export of footwear is evidenced by Indonesia ranking among the top 4 globally in the last 5 years. This corresponds with the increasing pressure to reduce environmental impacts. The Ministry of Industry, through the Standardization and Industrial Services Policy Agency (BSKJI), has mandated the ‘Green Industry’ policy to promote a more sustainable environment and develop its measurement guidelines. However, the implementation of the 'Green Industry' policy, especially in small industries, remains challenging.

This study employs a qualitative method by adopting the initial steps of design thinking within the double diamond framework to identify the conditions and behavioral models of small footwear industries in Indonesia in implementing Green Industry policies. The focus of this research is on the discover and define stages, utilizing in-depth interview techniques with 9 small footwear industries in Indonesia. The research findings are analysed using analytical tools such as persona map and industry profile, empathy map, industry journey map, and thematic analysis.

The findings of this study categorize small footwear industries into three clusters: green enthusiasts, pragmatic greens, and conventional. Additionally, thematic analysis results shape the behavioural model of small footwear industries in the context of implementing the ‘Green Industry’ in the production process aspects of the Indonesian footwear industry.
