Abstract

Ketika sebuah proyek konstruksi menyelesaikan tujuan yang telah ditetapkan, seperti selesai tepat waktu, sesuai anggaran, dan dengan tingkat kualitas yang dibutuhkan, maka proyek tersebut dianggap berhasil. Namun, pada kenyataannya, waktu dan biaya dapat dengan cepat menjadi tidak terkendali selama proses pelaksanaan. Proyek Pengembangan Science Techno Park (STP) ITS adalah pembangunan Pusat Maritim, Proving Ground Pusat Otomotif, Kantor Proving Ground Otomotif, Pusat Kreatif, Pusat TIK dan Robotik, serta Infrastruktur Pendukung. Pengembangan Science Techno Park (STP), yang ditargetkan selesai pada Maret 2025, mengalami kemunduran pada Maret 2024 dengan hanya mencapai 8,70% progres mingguan dari rencana 11,90%. Analisis kinerja waktu dan biaya yang akan digunakan sebagai dasar untuk pengendalian perlu diterapkan. Oleh karena itu, tugas akhir ini bertujuan untuk menganalisis kinerja waktu dan biaya proyek STP pada waktu analisis yang ditentukan dan untuk menganalisis estimasi waktu dan biaya yang dibutuhkan untuk menyelesaikan proyek. Waktu yang diambil untuk analisis kinerja STP adalah setiap minggu dari tiga bulan yang dipilih, yaitu Bulan ke-6 (Maret 2024), Bulan ke-7 (April 2024), dan Bulan ke-8 (Mei 2024). Pada akhir minggu ke-36 analisis, April 2024 atau bulan ke-8 pelaksanaan, hasil perhitungan Planned Value, Earned Value, dan Actual Cost berturut-turut adalah Rp33.881.608.803, Rp25.553.550.122, dan Rp26.355.694.113. Analisis Earned Value menunjukkan Indeks Kinerja Biaya proyek sebesar 0,754 dan Indeks Kinerja Jadwal sebesar 0,970, yang menunjukkan bahwa biaya membengkak dan jadwal mengalami keterlambatan penyelesaian. Estimasi Durasi proyek menurut hasil Schedule Performance Index (SPI) adalah 103 minggu, yang berarti proyek STP mengalami keterlambatan selama 25 minggu, dari yang semula direncanakan hanya 78 minggu, dengan Estimasi Penyelesaian sebesar Rp96.873.476.626. Variance at Completion menunjukkan selisih Rp2.948.375.891 dari Budget at Completion yang sebesar Rp93.925.120.735. Keterlambatan ini terutama disebabkan oleh perubahan desain dan keterlambatan dokumen persetujuan material.

When a construction project completes its predetermined objectives–like finishing on time, on budget, and with the required level of quality–it is considered successful. However, in reality, both time and cost can swiftly spiral out of control during the execution process. The Science Techno Park (STP) Development ITS project is the construction of Maritime Centre, Automotive Centre’s Proving Ground, Office of Automotive Proving Ground, Creative Centre, ICT and Robotic Centre and Supporting Infrastructure. The Science Techno Park (STP) development, aiming for completion by March 2025, faced setbacks by March 2024 with only 8.70% weekly progress against a planned 11.90%. A time and cost performance analysis to be used as a foundation for control needs to be implemented. Hence, this paper aims to analyze the time and cost performance of the STP project at a specified time of analysis and to analyze the estimated time and cost needed to complete the project. The time taken for the performance analysis of the STP is each week of the three months selected, Month 6 (March 2024), Month 7 (April 2024), and Month 8 (May 2024). At the end of the 36th Week of analysis, April 2024 or Month 8 of execution, the calculation results of Planned Value, Earned Value, and Actual Cost, subsequently, are IDR33,881,608,803, IDR25,553,550,122, and IDR26,355,694,113. The Earned Value analysis reveals the project’s Cost Performance Index of 0.754 and Schedule Performance Index of 0.970, suggesting that costs have overrun, and schedules gone through a delay in the completion. The project’s Estimated Duration according to the Schedule Performance Index (SPI) result is 103 weeks, which means that the STP project experiences a delay of 25 weeks, from what was originally planned to be just 78 weeks, with an Estimate at Completion of IDR96,873,476,626. The Variance at Completion shows a difference of IDR2,948,375,891 from the Budget at Completion, which is IDR93,925,120,735. The delays are caused mainly by design changes and late material approval documents.
