Abstract
Dalam Rencana Usaha Penyediaan Tenaga Listrik (RUPTL) 2023-2032, PLN Batam memproyeksikan kebutuhan tenaga listrik 10 tahun ke depan akan meningkat dengan pertumbuhan rata-rata sekitar 6% per tahun. Peningkatan kebutuhan tersebut akan dipasok dengan tambahan daya sejumlah 860 MW yang terdiri dari Pembangkit Listrik Tenaga Surya (PLTS) 126 MW, Pembangkit Listrik Tenaga Gas (PLTG) 50 MW, Pembangkit Listrik Tenaga Gas Uap (PLTGU) 159 MW dan Pembangkit Listrik Mesin Gas (PLTMG) 125 MW serta kerja sama antarwilayah usaha dengan PLN sebesar 400 MW. Dalam upaya untuk menjaga dan meningkatkan kestabilan sistem kelistrikan Batam dilakukan penerapan mekanisme skema pertahanan. Dimana skema pertahanan digunakan sebagai skema proteksi agar sistem kelistrikan tersebut tidak mengalami hal-hal yang tidak diinginkan seperti pemadaman sebagian dan pemadaman total. Pada skema pertahanansendiri ditentukan nilai Under Frequency Load Shedding (UFLS) pada tiap tahap sampai ke pembentukan island subsystem. Dengan penambahan pembangkit diharapkan dapat meningkatkan keandalan pada sistem kelistrikan Batam. Untuk itu dalam tugas akhir ini direncanakan desain skema pertahanan pada sistem kelistrikan Batam ketika terjadi gangguan transien.

In the Electricity Supply Business Plan 2023-2032, PLN Batam projects that the electricity demand for the next 10 years will increase at an average annual growth rate of around 6%. The increased demand will be met with an additional power capacity of 860 MW, consisting of 126 MW from solar power plants, 50 MW from gas-fired power plants, 159 MW from combined cycle power plants, 125 MW from gas engine power plants, and 400 MW through inter-area cooperation with PLN. In an effort to maintain and enhance the stability of Batam power system, the implementation of a defense scheme is carried out. The defense scheme is used as a protective mechanism to prevent undesirable events such as partial blackouts and total blackouts. In the defense scheme, the Under Frequency Load Shedding (UFLS) values are determined for each stage up to the formation of an island subsystem. With the addition of new power generation facilities, it is expected to improve the reliability of Batam power system. Therefore, in this final project, the design of a defense scheme for the electrical system in Batam is planned when a transient disturbances.
