Abstract
Penelitian ini dilatarbelakangi oleh tingginya angka pelanggaran tata ruang di Kecamatan Wonokromo, Kota Surabaya, yang berdampak pada rendahnya tingkat persetujuan Bangunan Gedung (PBG). Di kecamatan ini, hanya 30% bangunan yang memiliki Persetujuan Bangunan Gedung (PBG), menunjukkan kesenjangan signifikan antara regulasi dan implementasi di lapangan. Dari sekitar 875 bangunan yang didata di wilayah Kecamatan Wonokromo, 57,14% atau 500 unit bangunan belum memiliki PBG. Fenomena ini mencerminkan kurangnya kepatuhan masyarakat terhadap aturan pemanfaatan ruang, yang berdampak negatif pada berbagai aspek lingkungan, seperti kerusakan lingkungan dan peningkatan risiko banjir. Tujuan akhir dari penelitian ini ialah untuk meningkatkan masyarakat dalam melakukan perizinan Pengursan Bangunan Gedung (PBG).
Metode yang digunakan dalam penelitian ini adalah pendekatan kuantitatif dan kualitatif (mixed method). Pengumpulan data dilakukan melalui survei kuesioner terhadap 270 pemilik bangunan di Kecamatan Wonokromo, serta observasi lapangan. Analisis data menggunakan metode analisis regresi ordinal untuk mengidentifikasi faktor-faktor yang mempengaruhi tingkat persetujuan PBG, serta analisis triangulasi untuk merumuskan strategi peningkatan persetujuan PBG.
Hasil penelitian menunjukkan bahwa faktor-faktor yang secara signifikan mempengaruhi tingkat persetujuan PBG di Kecamatan Wonokromo adalah variabel biaya, administrasi, sanksi, dan informasi masyarakat. Berdasarkan temuan ini, arahan utama yang direkomendasikan meliputi peningkatan sosialisasi dan edukasi masyarakat mengenai regulasi tata ruang, penyederhanaan proses perizinan melalui sistem online terpadu, serta penguatan penegakan hukum dengan melibatkan partisipasi masyarakat dalam pengawasan pemanfaatan ruang. Arahan ini dapat dilakukan dengan meningkatkan kualitas layanan kepada masyarakat serta edukasi mengenai pentingnya pengurusan PBG mengurangi biaya perizinan, menyederhanakan prosedur administrasi, serta menerapkan sanksi yang lebih tegas bagi pelanggar.
==============================================================This research is based on the high number of spatial planning violations in Wonokromo District, Surabaya, which results in a low level of Building Approval. In this district, only 30% of buildings have building permits, indicating a significant gap between regulations and implementation in the field. From the roughly 875 buildings recorded in Wonokromo sub-district, 57.14% or 500 building units do not yet have Building Approval. This phenomenon reflects the lack of community compliance with spatial planning regulations, which has a negative impact on various aspects of the environment, such as environmental degradation and increased flood risk. The ultimate goal of this research is to improve the community in licensing Building Approval.
The method used in this research is a quantitative and qualitative approach (mixed method). Data collection was carried out through a questionnaire survey of 270 building owners in Wonokromo District, as well as field observations. Data analysis used ordinal regression analysis method to identify factors that affect the level of building approval, as well as triangulation analysis to formulate strategies to improve building approval.
The results showed that the factors that significantly affect the level of building approval in Wonokromo District are the variables of cost, administration, sanctions, and public information. Based on these results, the main directions recommended include increasing public socialization and education on spatial regulations, simplifying the licensing process through an integrated online system, and strengthening law enforcement by involving public participation in monitoring spatial utilization. This direction can be carried out by improving the quality of services to the public as well as education on the importance of Building Approval, reducing licensing fees, simplifying administrative procedures, and applying stricter sanctions for violators.
