Abstract

Sebagai negara maritim dengan luas wilayah perairan dan garis Pantai yang besar. Alat transportasi yang umum digunakan Masyarakat untuk mobilitas antar pulau adalah kapal. Disamping potensi kekayaan alam yang tinggi wilayah pesisir yang dinamis sangat rawan terhadap bencana alam seperti gempa bumi dan tsunami. Pemerintah Indonesia telah terus meningkatkan kemampuan dalam penanganan masalah-masalah tersebut yaitu dengan penguatan alutsista nasional. Penanganan bencana di Indonesia khususnya daerah pesisir membutuhkan dukungan transportasi laut salah satunya kapal. Dalam menyelesaikan masalah sosial seperti kesehatan armada Indonesia telah diperlengkapi dengan 4 kapal BRS dengan 3 kapal merupakan buatan Indonesia. Akan tetapi ketiga kapal tersebut masih berupa kapal berukuran besar yang masih didapati banyak kekurangan seperti faktor efisiensi, kecepatan, dan fleksibilitas. Salah satu basis kapal buatan Indonesia yang dapat memenuhi kebutuhan tersebut adalah KCR (Kapal Cepat Rudal) 60m buatan PT. PAL Indonesia. KCR 60m yang merupakan kapal perang bersenjata lengkap perlu didesain ulang khususnya pada bagian general arrangement untuk dapat dimaksimalkan menjadi fasilitas rumah sakit apung tanggap bencana. Oleh karena itu perlu perumusan kebutuhan terkait tanggap bencana khususnya fasilitas kesehatan. Proses perancangan dimulai dengan analisis dan observasi data primer yang didapatkan dari PT. PAL Indonesia. Observasi dan analisis dilakukan pada kapal BRS tipe LPD dan KCR 60m. Analisis dan observasi meliputi GA, interior desain, material dan bahan. Setelah itu dilakukan juga pencarian data sekunder yang berasal dari artikel dan jurnal. Data yang didapati meliputi regulasi peraturan kementrian kesehatan tentang fasilitas kesehatan dalam rumah sakit. Selain itu juga dilakukan benchmarking produk setipe mulai dari ambulance boat hingga kapal rumah sakit. Setelah data didapatkan kemudian dilakukan analisis untuk mendapatkan konsep desain. Konsep desain yang didapatkan antara lain layout dan material interior yang tepat guna, layout interior yang sederhana dengan aksesibilitas baik, dan suasana interior yang bersih dan nyaman. Dari konsep tersebut disimpulkan kebutuhan akan rancangan rumah sakit terapung 2 lantai dengan fasilitas utama IGD sebagai tempat dilakukan triase, ruang rawat inap, ICU untuk perawatan intensif, CT scan, ruang operasi minor, dan ruang dokter atau staff selama bertugas di dalam kapal.

As a maritime country with a large water area and coastline. The means of transportation commonly used by people for inter-island mobility is boats. Besides the potential for high natural wealth, dynamic coastal areas are very vulnerable to natural disasters such as earthquakes and tsunamis. The Indonesian government has continued to improve its capabilities in handling these problems, namely by strengthening national defense equipment. Disaster management in Indonesia, especially coastal areas, requires support from sea transportation, one of which is ships. In solving social problems such as health, the Indonesian fleet has been equipped with 4 BRS ships with 3 ships made in Indonesia. However, these three ships are still large ships which still have many shortcomings such as efficiency, speed and flexibility. One of the base ships made in Indonesia that can meet these needs is the 60m KCR (Fast Missile Ship) made by PT. PAL Indonesia. The 60m KCR, which is a fully armed warship, needs to be redesigned, especially in the general arrangement section, so that it can be maximized as a disaster response floating hospital facility. Therefore, it is necessary to formulate needs related to disaster response, especially health facilities. The design process begins with analysis and observation of primary data obtained from PT. PAL Indonesia. Observations and analyzes were carried out on 60m LPD and KCR type BRS vessels. Analysis and observations include GA, interior design, materials and materials. After that, a secondary data search was also carried out from articles and journals. The data obtained includes the Ministry of Health's regulations regarding health facilities in hospitals. Apart from that, benchmarking of products of all types ranging from ambulance boats to hospital ships was also carried out. After the data is obtained, analysis is carried out to obtain a design concept. The design concepts obtained include appropriate layout and interior materials, simple interior layout with good accessibility, and a clean and comfortable interior atmosphere. From this concept, it was concluded that there was a need for a 2-story floating hospital design with the main facilities being an emergency room as a place for triage, an inpatient room, an ICU for intensive care, a CT scan, a minor operating room, and a room for doctors or staff while on duty on the ship.
