Abstract

Penelitian ini mengidentifikasi kesenjangan untuk meningkatkan terhadap standar keselamatan internasional. Metodologi yang digunakan meliputi pengumpulan data komprehensif dari PPS Nizam Zachman, Jakarta Utara, yang mencakup metrik penilaian untuk mengevaluasi kelayakan kapal terhadap Perjanjian Cape Town, serta wawancara dengan kapten dan juga kru dalam mengidentifikasi faktor dari hasil survey. Pada hasil survey, kapal dengan skor tertinggi, KM Sembilan Timur dan Bangka Jaya X, mencapai sebesar 41,33%, sementara mayoritas kapal memperoleh skor antara 36% dan 40%. Selain itu, data survei mengungkapkan hambatan substansial dalam menerapkan Perjanjian Cape Town. Sebanyak 89,3% responden mengidentifikasi kurangnya pengetahuan tentang perjanjian tersebut sebagai hambatan utama, yang menunjukkan perlunya inisiatif untuk sosialisasi yang ditargetkan. Biaya implementasi yang tinggi sebesar 21,40% responden, sementara 53,6% menyoroti masalah koordinasi yang kurang antar pemerintah. Studi ini menyimpulkan bahwa peningkatan signifikan diperlukan untuk meningkatkan standar keselamatan dan operasional kapal penangkap ikan di pelabuhan Nizam Zachman agar sesuai dengan Perjanjian Cape Town. Rekomendasi termasuk peningkatan pengawasan regulasi, pelatihan kru yang komprehensif tentang praktik keselamatan, dan strategi terkoordinasi untuk mengatasi masalah pengetahuan dan sosialisasi. Langkah-langkah ini penting untuk memastikan terhadap Perjanjian Cape Town dan meningkatkan keselamatan maritim di wilayah tersebut.

This research identifies compliance gaps and proposes recommendations for enhancing adherence to international safety standards. The methodology included comprehensive data collection from PPS Nizam Zachman, North Jakarta, involving scoring metrics to evaluate vessel adherence to the Cape Town Agreement standards, along with stakeholder interviews and gap analysis. For instance, the highest scoring vessels, KM Sembilan Timur and Bangka Jaya X, achieved a compliance level of only 41,33%, while the majority of vessels scored between 36% and 40%. Furthermore, survey data reveals substantial obstacles to implementing the Cape Town Agreement. A significant 89,3% of respondents identified a lack of knowledge about the agreement as the primary barrier, suggesting the need for targeted educational initiatives. High implementation costs were cited by 21,40% of respondents, while 53,6% highlighted issues with related agency coordination. The study concludes that significant improvements are needed to elevate the safety and operational standards of Nizam Zachman port fishing vessels to comply with Cape Town Agreement. Recommendations include enhanced regulatory oversight, comprehensive crew training on safety practices, and a coordinated strategy to address educational. These measures are essential to ensure compliance with the Cape Town Agreement and to enhance maritime safety in the region.
