Abstract
One measure of project success is implementation costs. Project costs that exceed the initial budget or what is usually called cost overrun are something that should be avoided as much as possible. Many factors can cause cost overrun in a project, including; inadequate project planning, changes in project scope, delays, cost uncertainty, and project management problems. This research was conducted using the Delphi method and Analytical Hierarchy Process (AHP). The Delphi method is used to obtain consensus from the experts who are the resource persons, then from the Delphi method the AHP method is carried out to obtain the dominant causal factors for cost overrun. After the dominant causal factors are obtained, a Failure Mode and Effect Analysis (FMEA) is then conducted to obtain preventive action so that cost overruns do not occur again in future gas pipeline construction projects. The results of the study using the analysis conducted proved that in the Senipah-Balikpapan Gas Pipeline construction project, it can be seen that the Project Planning Criteria are the priority Criteria for Factors Causing Cost Overrun.
