Abstract

Menghadapi banjir yang terjadi sejak tahun 2020 dengan genangan yang lama surut akibat penurunan tanah, masyarakat Desa Kedungbanteng memilih tetap tinggal di kawasan terdampak bencana. Keputusan tersebut merupakan hal kompleks yang dipengaruhi berbagai faktor. Penelitian ini menganalisis faktor-faktor yang mempengaruhi keputusan masyarakat untuk menetap di daerah terdampak bencana dengan mengonfirmasi indikator-indikator yang di dapat dari studi literatur mengenai teori housing career, place attachment, dan risk perception kepada masyarakat. Pemahaman mengenai hal ini diperlukan dalam merancang strategi untuk meningkatkan ketahanan masyarakat. Oleh karena itu tujuan dari penelitian ini adalah merumuskan strategi resiliensi yang tepat untuk diterapkan di Desa Kedungbanteng sebagai daerah terdampak bencana banjir. Penelitian ini menggunakan analisis PLS-SEM model formatif untuk mengetahui faktor-faktor yang mendasari keputusan masyarakat tersebut berdasarkan data yang didapat melalui penyebaran kuisioner. Hasil analisis PLS-SEM menunjukkan bahwa terdapat 2 variabel yang berpengaruh signifikan terhadap keputusan masyarakat yakni aspek housing career dan place attachment. Analisis deskriptif kualitatif digunakan untuk menguraikan penjelasan mengenai strategi resiliensi yang dikemukakan para ahli dalam in depth interview. Secara keseluruhan dihasilkan beberapa strategi resiliensi yang dikelompokkan dalam 4 kategori yakni peningkatan kapasitas masyarakat, penerapan bentuk adaptasi, peningkatan ketahanan pangan dan ekonomi, serta penerapan sistem peringatan dini dan tanggap darurat.

Facing floods that have occurred since 2020, with prolonged water stagnation due to land subsidence, the residents of Desa Kedungbanteng have chosen to remain in the affected areas. This decision is complex and influenced by various factors. This study analyzes the factors influencing the residents' decision to stay in disaster-affected areas by confirming indicators derived from literature on housing career theory, place attachment, and risk perception to the community. Understanding these factors is crucial in designing strategies to enhance community resilience. Therefore, the aim of this study is to formulate appropriate resilience strategies for Desa Kedungbanteng, an area affected by flood disasters. This research employs formative PLS-SEM analysis to identify the underlying factors influencing residents' decisions, based on data collected through questionnaires. The PLS-SEM analysis results indicate that two variables significantly influence residents' decisions: housing career and place attachment. Qualitative descriptive analysis is used to elaborate on the resilience strategies proposed by experts during in-depth interviews. Overall, several resilience strategies are grouped into four categories: community capacity building, adaptation measures, enhancement of food and economic resilience, and the implementation of early warning and emergency response systems.
