Abstract

Persaingan bisnis global dengan kondisi volatility, uncertainty, complexity, and ambiguity (VUCA) mendorong terjadinya fluktuasi permintaan pembangunan kapal pada industri galangan kapal. Kondisi tersebut sangat berpengaruh terhadap kinerja operasional galangan kapal dengan karakteristik spesifik: padat modal, padat karya, padat teknologi, dan customized job order. Industri galangan kapal di Indonesia mengalami penurunan output produksi sebesar -32,52% pada tahun 2019 dibandingkan tahun 2018. Berbagai upaya peningkatan kinerja galangan kapal di Indonesia telah dilakukan, baik dari aspek kualitas produk, biaya, maupun waktu penyerahan kapal, namun upaya-upaya tersebut masih belum efektif. Sehingga galangan kapal perlu mengembangkan strategi manufaktur yang tepat agar dapat meningkatkan kinerja operasional perusahaan. Agile manufacturing (AM) merupakan salah satu strategi manufaktur yang terbukti efektif mengatasi permasalahan unpredictable, dynamic demand, dan produk dengan tingkat customization tinggi. AM telah diimplementasikan secara luas pada industri manufaktur di dunia dan efektif meningkatkan kinerja operasional dan bisnis perusahaan. Meskipun demikian, implementasi AM pada industri galangan kapal masih sangat terbatas. Oleh karena itu, penelitian ini dimaksudkan untuk mengembangkan model AM baru yang disesuaikan dengan karakteristik industri galangan kapal untuk meningkatkan kinerja operasional galangan kapal. Penelitian ini dilakukan dengan metode survei pada galangan kapal di Indonesia dengan fokus pada lingkup bisnis pembangunan kapal. Pendekatan PLS-SEM digunakan untuk menganalisis diagram jalur model dan diperkuat dengan studi kasus pengukuran tingkat agility perusahaan galangan kapal serta korelasinya dengan capaian kinerja. Penelitian ini menghasilkan model AM baru yang spesifik untuk industri galangan kapal, terdiri dari 3 blok: 1) flluktuasi permintaan sebagai driver; 2) agile manufacturing sebagai strategi manufaktur yang terdiri dari 34 leading indicators pada 7 variabel penting: technologies, empowerment, customer focus, supplier relationship, manufacturing system, organizational culture, dan core competence; serta 3) kinerja galangan kapal sebagai output. Penelitian ini juga menghasilkan kriteria penilaian agility galangan kapal dan konsep manajerial implementasi AM pada galangan kapal.==================================================================================================================Global business competition with volatility, uncertainty, complexity, and ambiguity (VUCA) conditions has led to fluctuating demand in the shipbuilding industry. These conditions significantly affect the operational performance of shipyards with specific characteristics: capital-intensive, labor-intensive, technology-intensive, and customized job orders. The shipbuilding industry in Indonesia experienced a decrease in production output by -32.52% in 2019 compared to 2018. Various efforts to improve the performance of shipyards in Indonesia have been carried out regarding product quality, cost, and ship delivery time, but these efforts are still ineffective. So, shipyards must develop the right manufacturing strategy to improve the company's operational performance. Agile manufacturing (AM) is one of the manufacturing strategies that has proven effective in overcoming the problems of unpredictable, dynamic demand and products with a high level of customization. AM has been widely implemented in the manufacturing industry worldwide and has effectively improved the company's operational and business performance. However, the implementation of AM in the shipbuilding industry is still very limited. Therefore, this research intends to develop a new AM model tailored to the characteristics of the shipyard industry to improve the operational performance of shipyards. This research was conducted using a survey of shipyards in Indonesia, focusing on the scope of the shipbuilding business. The PLS-SEM approach was used to analyze the model path diagram. It was strengthened by a case study measuring the agility level of shipyard companies and its correlation with performance achievements. This research produces a new AM model specific to the shipbuilding industry, consisting of 3 blocks: 1) fluctuating demand as a driver; 2) Agile Manufacturing as a manufacturing strategy consisting of 34 leading indicators on seven important variables: technologies, empowerment, customer focus, supplier relationship, manufacturing system, organizational culture, and core competence; and 3) shipyard performance as output. This research also produces criteria for assessing shipyard agility and managerial concepts of AM implementation in shipyards.
